Prior of the Makar Sankaranti celebrations in 2022, which include kite flying among other activities, the Delhi Police urged residents on Wednesday not to use the illegal Chinese synthetic substance manjha to fear receiving harsh punishment.

What is permitted? Only cotton thread free from any sharp, metallic, or glass components as well as any adhesive thread strengthening material is allowed for kite flying.

Punishment: A violation of the regulations established under Section 5 of the Environment (Protection) Act, 1986, is punished by up to five years in prison and/or a fine of up to Rs. 1 lakh, or by both.

In reality, the Chinese Manjha is a metallic or glass-coated rope that is used to fly kites. Over the years, countless of mishaps involving everything from bird deaths to human fatalities have been caused by the use of this thread. In 2017, the National Green Tribunal outlawed the importation and sale of Chinese Manjha into India. Nevertheless, there have reportedly been unauthorised sales notwithstanding the restriction.

The selling of Chinese Manjha had been a subject of litigation before the Delhi High Court in August 2022, and the NGT had enacted a ban on its sale and production in the nation’s capital. The court was hearing a public interest lawsuit (PIL) that asked for a general ban on kite flying, sales, purchases, storage, and transit due to the high number of fatalities and injuries from accidents using glass-coated strings.

A day following Lohri is observed as Makar Sankranti. The festival will take place this year on January 15, 2023, on a Sunday. Drik Panchang estimates that the Sankranti tithi on January 14 will occur at 8:57 am.

In August 2022, a motorcyclist travelling on the Shastri Park flyover in northeast Delhi with his wife and children died after having his neck severed by a stray kite string made of the illegal Chinese Manjha.
