A horrific incident has come to light yet again from Jharkhand’s Dumka after a girl was set ablaze by a man for turning down a marriage proposal. The girl has been referred to Ranchi. The incident happened on Friday morning.

According to DSP Shivender, Jarmundi, the accused was known to the girl and is already married. He wanted to marry the victim, but her parents were not ready for the marriage, he said.

However, the police arrested the accused who was known to the girl. The police have also initiated a probe into the matter.

According to the reports, the young man tried to burn the girl by pouring petrol on her. The girl is admitted to the hospital. The doctors state the condition of the victim is critical.

Dumka had earlier made headlines in August for the same incident after a 19-year-old girl succumbed to injuries. She was also set on fire by a jilted lover after she turned down a proposal.

The horrendous incident happened on August 23. Ankita, the victim, in a critical state told the police that she used to live in a predominantly Muslim population, and the accused used to harass her every day. She further stated that Shahrukh had also obtained her phone number and used to call her repeatedly to get into a relationship. He threatened to kill Ankita when she called him out for not stopping.

In her dying statement, she said she wants Shahrukh to also die the same way she is dying today. The victim was a Class 12th student.

The West Bengal cabinet on Monday approved a proposal to make Chief Minister Mamata Banerjee chancellor of all state-run universities including agricultural and health varsities, replacing Governor Jagdeep Dhankhar.

As of now, the Governor is the ex-officio chancellor of all the universities in West Bengal.

The state cabinet also approved another proposal to remove the Governor as the visitor to private universities and replace him with the state’s education minister.

The proposal will be introduced as a bill in the assembly in the monsoon session starting June 10, the report said.

The move is being seen as part of long-running battle between Chief Minister Mamata Banerjee and Governor Jagdeep Dhankhar.

The proposal has to be further passed as bills in the West Bengal Legislative Assembly where the ruling Trinamool Congress is in the majority.

The West Bengal Cabinet was approved the bill on May 26. However, the the monsoon session of the Bengal’s legislative assembly is expected to be quite stormy over the issue. The assembly will also be stormy over the issue of ongoing West Bengal School Service Commission recruitment scam.

The move is seen as an effort by the Mamata Banerjee-led Trinamool Congress government to curtail the powers of governor Jagdeep Dhankhar and are predicted to lead to a showdown between the ruling Trinamool Congress and the BJP in the assembly.

Condemning the TMC’s move to curtail the power of the Governor, Dhankar termed it as a ploy to divert attention from irregularities in recruitment by the School Service Commission (SSC) that is being probed by the Central Bureau of Investigation (CBI) on the Calcutta high court’s orders.

A number of BJP legislators including the Leader of Opposition were suspended by the assembly speaker in the previous session of the assembly.

The “game-changing” proposal to allow civilians to work for three years in the Army is being examined by top commanders. If approved, it will be a voluntary engagement and there will be no dilution in selection criteria. Initially, 100 officers and 1,000 men will be considered for recruitment. The sources said details of the proposal are being worked out. Age and fitness will be among the key criteria for recruitment under the “Tour of Duty” or “Three-Year Short Service” Scheme.

There is a “resurgence of nationalism and patriotism” in the country and the proposal attempts to tap the feelings of the youth who do not want to join the Army as a profession but wish to experience military life for a temporary duration, a source said.

The proposal is set to be discussed at a conference of top commanders of the Army, after which the process would be taken forward, the sources said, adding the scheme will also save cost for the Army.

The Army currently recruits young people under Short Service Commission for an initial tenure of 10 years, extendable up to 14 years. According to the proposal, the people to be recruited under the Tour of Duty will be eligible to be deployed as combatants in key forward locations and there will be no restrictions in their roles.

The sources, quoting an internal study, said the Army would gain significant financial benefit from the scheme as it will save a huge amount of money on gratuity, severance packages, leave encashment and pension.

The Army has made a comparative study on whether the training costs on people to be recruited under the Tour of Duty would be justified with their subsequent limited employment for only three years.

The initial approximate financial calculations show that the financial benefits accrued would be exponential. Sources said the cumulative approximate cost of pre-commission training, salary and other expenses is nearly between Rs 5.12 crore and Rs 6.83 crore on an officer if he or she is released after 10 and 14 years. However, similar costs for those released after three years would be just Rs 80 lakh to Rs 85 lakh each.
The savings can be used for modernisation of the armed forces, the sources said. A stint in the Army would also be helpful for young people in getting jobs in corporate as well as government sectors.
