Senior Congress leader Salman Khurshid has been named in a Delhi Police chargesheet, relating to the riots in Northeast Delhi in February 2020, for delivering provocative speeches during the protest against the Citizenship Amendment Act, the National Register of Citizens and the National Population Register.

The chargesheet, filed on September 17 by the Delhi Police, has a witness listing the name of the former Union minister along with student leader Umar Khalid and others for allegedly giving provocative speeches at anti-CAA/NRC sit-ins in Delhi.

The chargesheet said the protected witness has stated in the recorded statement that politicians Udit Raj, Salman Khurshid, Brinda Karat and Umar Khalid had come to the Khureji protest site and gave “provocative speeches”. The statement has been recorded before a magistrate, giving it greater legal weight.

Khurshid’s name figures in the disclosure statements of accused Khalid Saifi as well as former Congress councillor Ishrat Jahan. Saifi said he was told to “keep the protest going and sustaining it for long”, he said he and Jahan called many people, including Khurshid, to deliver “provocative speech” mentioned in the disclosure statement from March 30.

However, the exact nature of the provocative speech was not mentioned in the chargesheet and the police claim that the witness was part of the core team of conspirators accused of plotting the riots. Delhi Police spokesperson Anil Mittal said in an official statement:

“A person is not arraigned as an accused only on the basis of the disclosure statement. However, it is only on the existence of sufficient corroborative evidence that further legal action is taken.”

Police have filed a 2,695-page “final report” in the chargesheet filed against 15 people under the stringent UAPA in a case of alleged conspiracy related to the February riots in Northeast Delhi. In February this year, 54 were killed and leaving 200 injured in the riots.
