India has imposed limits on imports of laptops, tablets, and personal computers with immediate effect, according to a government notice on Thursday, in order to push local manufacturing.<\/p>\n\n\n\n
The notice said that their import would be allowed against a valid license for restricted imports.<\/p>\n\n\n\n
There are immediate restrictions imposed on importing electronics that fall under the HSN 8741 category.<\/p>\n\n\n\n
In April-June, electronics imports were $19.7 billion, up 6.25% year-and-year. Electronic imports, which include laptops, tablets, and personal computers, range between 7% to 10% of India\u2019s total merchandise imports.<\/p>\n\n\n\n
Ali Akhtar Jafri, the former director general at electronics industry body MAIT, said that the move’s spirit is to push manufacturing to India and that it’s not a nudge, it’s a push.<\/p>\n\n\n\n
One laptop, tablet, all-in-one personal computer, or ultra-small form factor computer, including those bought from online portals through post or courier, will be exempted from the Import Licencing rules although duty on imports will have to be paid as required , said the notice.<\/p>\n\n\n\n
A step parallel with the government\u2019s new policy towards local manufacturing is the recently launched Reliance Jiobook at a price of Rs 16,499. This may pave the way for the rise of electronics, especially affordable laptops like Reliance\u2019s Jiobook, manufactured in India. \u00a0<\/p>\n\n\n\n
India has been attempting to promote domestic manufacturing by providing incentives tied to production in more than two dozen industries, including electronics. The deadline for businesses to apply for its $2 billion manufacturing incentive program has been extended in an effort to draw significant investments in the production of IT gear.<\/p>\n\n\n\n
It appears that import substitution is what the government is aiming at. However, this may create difficulty for companies that don\u2019t have local manufacturing units to operate in India.
