The pro-tem speaker is appointed by the Governor on the recommendations of the Chief Minister and his cabinet. The established convention is that the senior-most MLA is usually appointed as a pro-tem speaker. Though there can be deviations from the established conventions in special circumstances.<\/span><\/p>\n

The pro-tem speaker has all the constitutional powers enjoyed by the Speaker. He will be the one who will recognize the legislature party leader and the authority to issue a whip to his MLAs.<\/span><\/p>\n

BJP would definitely want someone from its legislature party to be appointed as a pro-tem speaker. Three senior-most MLAs of the BJP who could be considered for the job include, Haribhau Bagade, Babanrao Pachpute, and Kalidas Kolambkar. Bagade was the Speaker in the previous assembly.\u00a0<\/span><\/p>\n

In the present assembly,\u00a0 Balasaheb Thorat, an eight-time Congress MLA from Sangamner, is the senior-most MLA. Other senior names who also stand a chance are: rebel NCP leader Chief Minister Ajit Pawar, NCP”s Jayant Patil and Dilip Walse-Patil, BJP”s Babanrao Pachpute and Kalidas Kolambkar, and Congress’ K. C. Padvi – all seven-time elected MLAs.<\/span><\/p>\n

This will be the first time when the pro-tem speaker will be administering the oath to all the newly-elected MLAs of the House. <\/span><\/p>\n

The role of the pro-tem speaker becomes crucial in the current scenario when a decision regarding NCP’s legislature party leader is pending to be taken.\u00a0<\/span>After Ajit Pawar joined hands with the BJP, the NCP stands divided into two factions–one led by Sharad Pawar and the other led by his nephew Ajit Pawar.\u00a0<\/span><\/p>\n

Ajit Pawar, an MLA from Baramati seat was the NCP legislature party head before he went to ally with the BJP with some of his MLAs. Only the legislature party head has the power to issue a whip. However, the NCP last week replaced him with Jayant Patil.\u00a0<\/span><\/p>\n

The Governor still has the documents which recognize Ajit Pawar as the NCP\u2019s legislature party and leader and BJP also wants him to be. However, NCP’s Sanjay Patil has submitted a letter to the Secretary of the Vidhan Sabha declaring Ajit Pawar’s removal as legislature party leader.<\/span><\/p>\n

In yesterday\u2019s anti-BJP show of strength at a Mumbai hotel, Sharad Pawar told his MLAs not to follow Ajit Pawar\u2019s whip and voting against the BJP during the floor test would not invite anti-defection law.<\/span><\/p>\n

This time, both the questions as to who will be the pro-tem speaker and who will be the legislature party head of NCP become more critical, as the BJP, Shiv Sena, NCP, and Congress are engaged in a bitter power tussle, with both sides claiming that they enjoy the support of majority in the House.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
