Delhi Congress president Subhash Chopra and party leaders Anand Sharma and Ajay Maken were present during the unveiling of the manifesto.<\/p>\n<p>In the light of the on-going protests against the Citizenship(Amendment) Act, Congress in its manifesto has promised to approach to Supreme Court as the Government of Delhi, if it comes to power. Congress has also announced it will not implement NRC, as well as NPR in its current form in the national capital.<\/p>\n<p>The party has&nbsp; promised unemployment allowance of Rs 5,000 per month for graduates &amp; Rs 7,500 per month for postgraduates.<\/p>\n<p>Here are the major highlights from Congress\u2019s manifesto:<\/p>\n<h3>Lokpal<\/h3>\n<p>The INC has promised to pass the Lok Pal Bill within the first six months.<\/p>\n<h3>Job Creation<\/h3>\n<p>Yuva Swamibham Yojna, an unemployment allowance scheme will be launched where Rs. 5,000 and Rs. 7,000 will be given to graduate and postgraduate youth.<\/p>\n<h3>Support to start ups<\/h3>\n<ul>\n<li>\u201cYaari Start-up Incubation Fund\u201d, a Rs. 5,000 crore corpus will be implemented to incentivise young entrepreneurs.<\/li>\n<li>One-time grant up to Rs. 25 lakhs will be provided to indivuals belonging to BPL families.<\/li>\n<\/ul>\n<h3>Women Safety and Empowerment<\/h3>\n<ul>\n<li>33% reservation for women in government jobs.<\/li>\n<li>Free girl child education in government schools and colleges, from Nursery to PhD.<\/li>\n<\/ul>\n<h3>Education<\/h3>\n<p>Subsidised education for all students living in Notified Slums and all Resettlement colonies untill class 12, in both public and private schools.<\/p>\n<h3>Healthcare<\/h3>\n<ul>\n<li>Establishing 2 new medical colleges, adding 300 more medical seats in existing colleges.<\/li>\n<li>Creating 3,000 dispensaries<\/li>\n<\/ul>\n<h3>Rights of LGBTQAI<\/h3>\n<ul>\n<li>Forming a Transgender Welfare Board.<\/li>\n<li>Sheila Pension Yojna, providing Rs.5,000 per month to all transgender persons.<\/li>\n<\/ul>\n<h3>Electricity and water supply<\/h3>\n<ul>\n<li><em>Paani Bachao, Paisa Kamao<\/em>, a flagship water tariff scheme where cashback will be provided to households conserving water.<\/li>\n<li>Free electricity up to 200 units.<\/li>\n<\/ul>\n<h3>Public Distribution System<\/h3>\n<ul>\n<li>Lentils will be provided to poor families at a subsidized rate of Rs. 25 per 3 kilogram.<\/li>\n<li>1 litre edible oil for Rs. 20<\/li>\n<\/ul>\n<p>Delhi will go to polls on February 8 and the counting of votes is to scheduled to be held on February 11.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Indian National Congress(INC) on Monday released its manifesto for February 8 Assembly elections in Delhi.
