As violence-hit Manipur to vote in two phases in the 2024 Lok Sabha elections, the Election Commission is gearing up for the challenging task of holding general elections in the State where over 24,000 displaced persons will vote from the relief camps.

According to the Chief Electoral Officer, Pradeep Kumar Jha, over 24,500 displaced individuals have been recognized as eligible voters for the upcoming elections. Special provisions have been made to allow them to vote from relief camps.

Speaking to a reporter, the Electoral Officer said that a total of 2,955 polling stations will be set up in the State for the general elections, out of which around 50 per cent have been identified as sensitive, vulnerable or critical. The Election Commission (EC) is also setting up 94 special polling stations to facilitate voting by internally displaced persons (IDPs), Jha asserted.

Jha added that special teams have been formed to deal with these voters with empathy and EC has also started voter awareness activities. The activities are being designed keeping in mind the sentiments of the displaced people who have lost the comfort of being in their home and there is some level of frustration and negativity, he further added.

A minimum of 219 individuals have lost their lives in the ethnic conflict in the state, which began on May 3 of the previous year following a ‘Tribal Solidarity March’ in the hill districts to oppose the Meitei community’s request for Scheduled Tribe (ST) status.

Over 50,000 internally displaced people are currently residing at relief centres in eight districts, consisting of five valley districts and three hill districts. The Lok Sabha elections in Manipur are scheduled to take place in two phases on April 19 and 26.

The voting arrangements for the displaced population have been a topic of concern and garnered attention. Some civil society groups and affected people have questioned the relevance of the elections in the strife-torn state, and there have been calls from various quarters to boycott the polls. According to Jha, there are over 20 lakh voters in the state, with women voters outnumbering men voters.
