Government should re-conduct its system, not exam: UP TET 2021 candidates angry over state's decision to cancel exam after paper leak

By Mohammad Javed Rasheedi & Shruti Kaushal

Uttar Pradesh Teacher Eligibility Test (UPTET) 2021, which was scheduled to be held on November 28, has been cancelled by the state government followed by an alleged paper leak. According to reports, the question paper was leaked on the WhatsApp group.

Additional Director General, Law and order, Prashant Kumar has informed that the state government will conduct the test within a month.

UP TET 2021 test gets cancelled

UP TET 2021 paper got cancelled a few hours before the commencement of the exam. This year, around 20 lakhs candidates had registered for the test which was to be conducted across seventy-five districts of Uttar Pradesh at various exam centres.

Followed by the paper leak, APN got in touch with UP TET 2021 candidates to report their take on the paper leak and the state’s decision to cancel the test. Candidates expressed their anger and disappointment with the state and argued that important government examinations deserve high-level security and the system failed to provide it.

“Uttar Pradesh government will take at least 400 years to be as developed as Kerala government in terms of education. The state authorities are incompetent to conduct even one important test. They can carry out NTA, UGC exams, civil services exams peacefully but not the state exams,” said Mohd Asif Ali (30), a candidate.

Asif further adds, “Why does the system appoint corrupt officials to conduct these exams? Therefore, the officials should be given morality training.”

Mohd Zaki Khan (24), another candidate, said he travelled all the way from Budaun to Aligarh to write the UP TET 2021 test. He further informed that the paper got leaked late night on November 28, however, candidates were asked to reach the exam centre. Zaki and other candidates already wrote the test for an hour but were asked to leave midway after it got cancelled.

“The officials allowed us to enter the centre and distributed the question paper to all the candidates. I was appearing for 47-48 question numbers when they informed about the paper cancellation and asked everyone to leave. I am unemployed and request the government to conduct these examinations timely to avoid a colossal competition in a year,” said Mohd Shahnawaz (28), a visually impaired candidate.

The Central Board of Secondary Education (CBSE) has announced the Class 10 results for 2026, along with key guidelines for students who wish to appear in the second board examination under the newly introduced two-exam policy.

As per the updated system aligned with the National Education Policy (NEP) 2020, students now have an opportunity to improve their performance in selected subjects through a second exam scheduled later in the same academic year.

Who is eligible for second board exam

CBSE has laid down specific conditions for students to appear in the second board examination:

  • It is mandatory for students to appear in the first board exam
  • Students must have appeared in at least three subjects in the main exam
  • Those who have passed can opt for improvement in up to three subjects
  • Students in the compartment category are also eligible to appear
  • Improvement is allowed only in subjects already taken in the first exam

The second exam allows students to improve marks in subjects such as Science, Mathematics, Social Science, and languages.

Who is not eligible

Certain categories of students will not be allowed to appear in the second board exam:

  • Students who did not appear in three or more subjects
  • Those who failed in three or more subjects
  • Students placed in specific non-eligible categories by the board

Such students will have to reappear in the next main examination cycle instead.

Important rules students must note

CBSE has also clarified several important rules:

  • Change of subjects is not permitted in the second exam
  • No corrections in student data will be allowed
  • Schools will submit the list of candidates for the second exam
  • Students can improve performance in a maximum of three subjects

The board aims to reduce exam pressure and give students flexibility to improve scores within the same academic year.
