Centre reconsiders ban on sale of cattle for slaughter

[vc_row][vc_column][vc_column_text]Kerala and West Bengal threaten legal tangle

The Central government is rethinking its move banning the sale of cows and buffaloes for slaughter through animal markets. The government is likely to buffaloes from the no-slaughter list. The move comes after tough reaction from the state governments in Kerala and West Bengal against the notification issued by the Union Environment Ministry.

On Monday, A.N. Jha, Secretary in the Union Environment Ministry, was quoted saying, “We have received some representations over the list of animals included (in the new slaughter rules). We are working on it.”

Earlier on May 26, the ministry modified the rules to prevent cruelty to animals, making it mandatory to ensure that cattle are not bought or sold for slaughtering. The list of animals that cannot be bought or sold for slaughter through animal markets include, cows, buffaloes, heifers, calves and camels.

On May 27, the environment ministry said animals for slaughter could be procured directly from farmers at their respective farms.

Apart from public outrage against the ban, the governments of Kerala and West Bengal have threatened to approach courts. Kerala Agriculture Minister V.S. Sunil Kumar said, “This is a question of the livelihood for thousands of farmers in the state and has been the practice for ages. We will take up this issue in the cabinet meeting and don’t be surprised if Kerala initiates legal steps against the new law.”

Kerala, one of the few states where cow slaughter is allowed, held over 300 “beef festivals” across the state where beef was served free of cost.

West Bengal chief minister Mamata Banerjee called the amended rules “unconstitutional” and said the decision would be challenged by her government. She said, “This is a destructive attitude to federal structure, unnecessary bulldozing, encroaching and interference to federal structure. We are not accepting that. We will challenge it legally and constitutionally for interference in state power.”

In March this year, amidst the crackdown on meat sellers and slaughterhouses in six BJP-ruled states, the West Bengal Animal Resource Development Department launched “Meat on Wheelz” an initiative to provide non-vegetarian dishes at people’s doorstep in Kolkata.[/vc_column_text][/vc_column][/vc_row]

Virali’s said that the call button, which is used to ask for help was out of her reach and despite her prior notification about her need for a wheel chair at the gate, the airline failed to provide one. She added the helper who eventually came to assistant was negligent, pushing the aisle chair despite her stiff legs and failing to ensure her personal wheelchair was brought to the baggage claim area promptly. This resulted in  an additional 30 minute delay for Virali while her fellow passengers departed.

The situation took a more personal turn when Virali discovered that the cushion for her wheelchair, which had been made custom made to support her spine and prevent sores during long hours of sitting was missing. This loss was particularly distressing as it occurred shortly after the international day of persons with disabilities on December 3. She highlighted the irony of her experience with the airline.
