Delhi rape: Accused government official’s wife sent to jail for allegedly giving abortion pills to victim

The accused Delhi government official’s wife was sent to jail, a day after the government official was arrested. The government official is accused for allegedly raping and impregnating a 16-year-old girl. His wife allegedly helped him and gave the victim abortion pills.

Deputy commissioner of police (North)Sagar Singh Kalsi asserted that the suspect Premoday Khakha will be produced on Tuesday while his wife Seema Rani was produced before the court on Monday and was sent to judicial custody. 

As per reports, the government official raped the minor several times between November 2020 and January 2021. The minor who resides with her mother, informed the police that after her father’s demise in October 2020 due to Covid-19, Khakha , whom she refers as maternal uncle, brought her to his residence in Burari. 

A senior police officer concerned with the matter stated that the victim’s mother thought that she would live with Khakha’s two children and that would help her to overcome the tragedy of losing her father at an early age. Quoting the girl’s statement, the police officer mentioned that the girl has alleged that the government official has raped her several times between November 2020 and January 2021. 

Around February, the girl alleged that she got pregnant and informed his wife about it. Following, the woman allegedly slapped her, threatened her and gave her abortion pills in an attempt to silence her. In April 2021, she returned to her mother’s house after informing her that she did not like to stay with Khakha’s family. Nonetheless, she did not tell her mother about the sexual assault and the abortion. 

Between July-August, the girl started suffering anxiety attacks due to which her school studies were also affected. Consequently, her mother took her to a city hospital on August 7, where she was counselled. Later, she underwent multiple counselling sessions during which she made sexual allegations against Khakha and some five-six random people. She also informed the counsellor about the alleged rape and subsequent abortion. The counsellor then reported the matter to the police on the evening of August 12.

According to reports, DCP Kalsi mentioned that the case of rape, molestation, criminal intimidation, criminal conspiracy, causing hurt, causing miscarriage without consent, common intention was lodged under the Pocso Act at the Burari Police station.

The Reserve Bank of India (RBI) has cancelled the banking licence of Paytm Payments Bank Limited, marking a major regulatory action against one of India’s prominent digital banking entities. The decision came into effect from the close of business on April 24, 2026.

With the licence revoked, the bank is no longer permitted to carry out any banking activities, including accepting deposits or offering services defined under banking laws. The RBI has also said it will approach the High Court to initiate the process of winding up the bank.

Reasons behind RBI action

The central bank cited multiple serious concerns in its order. It stated that the affairs of the bank were conducted in a manner detrimental to the interests of depositors and the broader public. Additionally, the management practices were found to be prejudicial to depositor interests.

The RBI further noted that the bank failed to comply with conditions attached to its payments bank licence, and allowing it to continue operations would not serve any public interest.

Long history of regulatory issues

The latest move comes after prolonged regulatory scrutiny. Earlier, in January 2024, the RBI had already barred Paytm Payments Bank from accepting fresh deposits due to non-compliance issues, including lapses in customer due diligence, fund usage, and technology systems.

Over time, restrictions tightened as the bank failed to address regulatory concerns, ultimately leading to the cancellation of its licence.

What happens to customers

Despite the shutdown process, the RBI has indicated that the bank has sufficient liquidity to repay its depositors during the winding-up phase.

Customers are expected to be able to withdraw their existing funds, although the bank will not be allowed to continue normal banking operations going forward.

Impact on fintech sector

The cancellation of Paytm Payments Bank’s licence is being seen as one of the strongest regulatory actions in India’s fintech space. It signals stricter enforcement of compliance norms and could have wider implications for digital banking and payments companies operating under similar frameworks.

Importantly, the merger may not attract disqualification under the anti-defection law, as Indian constitutional provisions allow such a shift if two-thirds of a party’s legislators agree to merge with another party.
