UPSC cancels Puja Khedkar’s candidature, bars her from future exams

Despite the extension given to her till July 30, Khedkar could not provide a satisfactory explanation for the notice.

The provisional selection of Puja Khedkar as a trainee IAS officer has been canceled, and she will not be allowed to appear for any future examinations conducted by the Union Public Service Commission. This comes after it was found that she had falsified her identity to get multiple attempts at the Civil Services Examination.

A statement by the UPSC declared Khedkar guilty of examination rules as she used fraudulent means to take more attempts than permissible limits. She was served a Show Cause Notice on 18th July 2024 after the investigation revealed she had manipulated her identity by changing her name and that of her parents in order to bypass the restrictions on the number of attempts allowed. Despite the extension given to her till July 30, Khedkar could not provide a satisfactory explanation for the notice.

The fact that instances of fraud have not been detected within the UPSC’s review of records for more than 15,000 candidates between the years 2009 to 2023 highlights Ms. Khedkar’s case as unique. Though the Commission admitted that its standard operating procedures (SOPs) could not detect her repeated attempts at examinations due to extensive changes in her identity, it has revised the SOP to prevent such cases in the future.

Further investigation into Khedkar’s background revealed more controversies. Her selection was questioned when the Pune collector, Suhas Diwase, raised a red flag over discrepancies in her claims for official perks or preferential treatment. It was then discovered that she misused relaxed criteria meant for OBC candidates and persons with disabilities. Adding to the woes, her father’s high net worth and failure to complete the compulsory health check-up came to light.

In a related development, Khedkar’s mother, Manorama, was arrested for threatening people with a gun, and her father, Dilip, is under investigation for owning disproportionate assets. The UPSC’s action aims to ensure that the examination process remains pristine and that such fraudulent acts are not repeated in the future.
