New York: An Uzbek immigrant accused of killing eight people in New York City by driving a rental truck down a riverfront bike path on Tuesday (US Time) appeared to have acted alone, but the Halloween Day attack had all the hallmarks of terrorism, authorities said.

The Uzbek national – 29-year-old Sayfullo Saipov – who was shot by police and arrested moments after the rampage on the Lower West Side of Manhattan, had allegedly left a note saying he carried out the attack in the name of the militant Islamic State group.

Saipov, who plowed through a New York bicycle path, killing eight people, was associated with Islamic State but “radicalised domestically”, the state’s governor Andrew Cuomo has said.

“He’s a depraved coward is what he is, and he was associated with ISIS, and he was radicalised domestically,” Governor Cuomo said.

The death toll in the attack paled in comparison to dozens killed in similar assaults last year in France and Germany. However, it was still the bloodiest single attack on New York City since Sept. 11, 2001, when suicide hijackers crashed two jetliners into the World Trade Center, killing more than 2,600 people.

The attacker struck just a few blocks from the site of the World Trade Center memorial, running over afternoon riders on the path before reaching a road and ploughing into a school bus. He then jumped out of the truck wielding what turned out to be a pellet gun, and a paintball gun. He was chased and shot in the stomach by a police officer but survived and was arrested.

Saipov had reportedly arrived in the US in 2010. Senator Schumer played a key role in crafting the legislation creating the lottery system in 1990, according to the Washington Post. Five of the dead were Argentine tourists, visiting New York as part of a group of friends celebrating the 30th anniversary of their high school graduation. Belgium’s foreign minister said a Belgian citizen was also among those killed.

Despite the attack, thousands of costumed Halloween revelers turned out hours later for New York City’s main Halloween parade, which went on as scheduled on Tuesday night with a heightened police presence just a few blocks away.

Uzbekistan’s President Shavkat Mirziyoyev told U.S. President Donald Trump his government would do all it could to help investigate the “extremely brutal” attack.

Authorities late on Tuesday surrounded a house in Paterson where, according to the New York Times, Saipov was believed to have lived. US President Donald Trump has rejected Iran’s latest proposal aimed at bringing an end to the ongoing conflict, while indicating that a possible agreement could come after the US midterm elections in November.

Iran had proposed a seven-day framework under which hostilities could be brought to an end, the Strait of Hormuz could be reopened and negotiations over its nuclear programme could resume.

Iran’s seven-day proposal

Iranian Foreign Minister Abbas Araghchi said Tehran had put forward the proposal through intermediaries. Under the plan, the Strait of Hormuz would be reopened by the end of the seventh day if specified conditions were met, while broader nuclear discussions would restart.

The proposal was based largely on an earlier understanding reached between Washington and Tehran, but Iran sought to implement the latest framework much faster. The earlier arrangement had provided a longer period for negotiations.

The Strait of Hormuz is a strategically important waterway for global energy shipments, making its reopening a key element of any effort to ease the wider conflict.

Trump points to US midterm elections
