Prime Minister Narendra Modi will inaugurate Kartavya Bhavan, the first completed building under the Common Central Secretariat (CCS-3), on August 6. Designed with sustainability at its core, Kartavya Bhavan is a flagship structure within the Central Vista Project, reflecting India’s modern, efficient, and environmentally-conscious approach to governance.

Located in the heart of New Delhi, the six-storey building, covering 1.5 lakh square metres, is set to accommodate major ministries like Home Affairs and External Affairs. It consolidates critical administrative departments previously scattered across outdated offices, improving coordination and operational efficiency.

Kartavya Bhavan: A green revolution in governance

Union Housing and Urban Affairs Minister Manohar Lal Khattar highlighted the eco-friendly infrastructure and smart technologies embedded into the building. The facility targets a GRIHA 4-star rating and functions as a zero-discharge campus, treating and reusing 1.1 million litres of wastewater per day—meeting up to 60% of its water demand.

Energy efficiency meets smart innovation

Kartavya Bhavan is expected to reduce energy consumption by 30%, aided by:

  • Double-glazed windows and sensor-based LED lighting
  • A smart air-conditioning system with variable frequency drives and heat recovery
  • Basement ventilation triggered only when CO levels exceed safety limits
  • Regenerative drive lifts and integrated building management systems for optimised power use

Harnessing the sun and saving every drop

Equipped with a 366 KWp rooftop solar plant, the building will generate over 5.34 lakh units of electricity annually. An additional 200 KW solar system is planned for its security wing. Solar water heaters will supply over a quarter of the building’s hot water needs.

On the water conservation front, dual plumbing, drip irrigation, rainwater harvesting, and sensor-based fixtures minimise water waste and maximise reuse.

From waste to wealth and smart mobility

The building manages 1,000 kg of organic waste daily, turning it into compost through an on-site waste management system. With 324 automated parking slots, 120 EV charging stations, and a parking guidance system, Kartavya Bhavan also encourages eco-friendly mobility solutions.

As part of the redeveloped Kartavya Path, alongside the new Parliament building and the Vice President’s enclave, Kartavya Bhavan stands as a symbol of India’s march towards green governance and smart infrastructure.

Sarma submitted his resignation to Governor Lakshman Prasad Acharya at Lok Bhawan in Guwahati. The Governor accepted the resignation and asked him to continue as the caretaker Chief Minister until the new government takes charge.

The resignation comes after the NDA’s strong electoral performance, where the alliance won a clear majority in the 126-member Assembly, ensuring its return to power for another term.

Oath ceremony expected after May 11

Speaking to reporters after submitting his resignation, Sarma said the swearing-in ceremony for the new government is likely to be held after May 11.

He indicated that Prime Minister Narendra Modi has been invited to attend the ceremony but is unavailable until May 11, which has influenced the tentative schedule.

Decision on next chief minister soon

Sources suggest that central observers, including senior BJP leaders, are expected to arrive shortly to oversee the selection of the legislature party leader. The newly elected MLAs will then decide on the next Chief Minister.

Despite the formal resignation, party sources indicate that Sarma is likely to continue in the role for another term, given the BJP’s strong mandate in the state.

The move marks the beginning of the government formation process in Assam following the election results declared earlier this week.
