Punjab to combat stubble burning with red entry in land records, farmers not happy

Stubble burning

[vc_row][vc_column][vc_column_text]As paddy sowing season begins, farmers say government should compensate them for adopting eco-friendly ways of disposing crop residue or face protests

With the paddy-sowing season commencing, stubble-burning which has been banned under orders of the National Green Tribunal (NGT) owing to the massive air pollution it causes, has come back to haunt Punjab, a state known for its bumper harvests.

In a bid to crackdown on the menace, the Punjab government has decided to make ‘red ink’ entries in the land records (khasra girdwari) of those farmers who burn the residue of their crops in open fields after the end of the previous harvesting season.

And farmers are not too happy about the decision with several outfits of the state’s politically influential farming community threatening to burn massive stocks of stubble if the Amarinder Singh-led Congress government in the state doesn’t announce a compensation scheme for farmers who shun the traditional practice to adopt environment-friendly methods of disposing off crop residue.

Stubble burning in the state doesn’t impact areas of Punjab alone. Given that strong wind systems operate in the west to east direction, burning of huge swathes of crop residue in Punjab also leads to air pollution in Delhi, Haryana and Uttar Pradesh – the latter two also being agricultural states with their own battles against stubble-burning. As winters approach, the smog that engulfs Delhi leading to a spurt in respiratory infections and disease in the national capital has often been blamed as a cumulative effect of stubble-burning in Punjab, UP and Haryana.

A report in the Times of India said: Punjab science, technology and environment department principal secretary Roshan Sunkaria has sent off letters to all deputy commissioners to ensure farmers don’t burn stubble.

The report also quotes Punjab government officials as saying that once red ink entries are made against farmers who burn their crop residues in open fields, these farmers will be identified as “willful defaulters of government orders”. This, farmers believe, can pave the way for the state government to launch sterner actions against them in the future, including barring them from getting loans under various government schemes for the agriculture sector.

The National Green Tribunal (NGT) has already directed governments of Punjab, Haryana, Rajasthan and Uttar Pradesh to enforce the ban on the stubble burning and impose penalties on defaulting farmers. The tribunal had earlier ordered imposition of a fine up to Rs 2,500 on farmers owning 2.5 acres of land, Rs 5,000 on those having 2.5 acres to five acres, Rs 7,500 on those owning between five acres and 10 acres, and Rs 15,000 on those having more than 10 acres, in case they are found burning crop residue.[/vc_column_text][/vc_column][/vc_row]
