The Delhi High Court, Thursday, granted interim bail to Unnao rape convict Kuldeep Singh Sengar to attend his daughter’s wedding.

The expelled BJP leader is serving 10 years’ imprisonment for the death of the Unnao rape survivor’s custodial death.

Sengar’s sentence was suspended by Justice Dinesh Kumar Sharma from January 27 to February 10. Jusice Sharma said that a division bench of the high court has already granted interim relief to Sengar, and sufficient conditions have been imposed on him.

The division bench, on January 16, granted interim bail to Sengar. He is serving a life sentence for raping a minor girl in Unnao region of Uttar Pradesh in 2017.

The disgraced ex-MLA, represented by senior advocate PK Dubey and lawyer Kanhaiya Singhal, informed the court that wedding rituals and ceremonies would be held in Gorakhpur and Lucknow, and being the only male family member, he has to make the arrangements.

During the hearing, the rape survivor’s sister, who was present in the court, opposed the plea for interim release.

The high court was told that the ‘sagan’ ceremony of the rapist’s daughter is scheduled on January 18 and the marriage is fixed for February 8.

Sengar’s appeal challenging the trial court’s verdict in the Unnao rape case is pending in the high court. He has sought quashing of the December 2019 judgement of the trial court which sentenced him to imprisonment for the remainder of his life.

Sengar’s brother Atul Singh Sengar and five others also received a 10-year sentence.

The father of the rape survivor was arrested at the behest of Sengar in a case under Arms Act and died in custody on April 9, 2018.

The trial court, which did not hold the accused guilty of murder under the IPC, awarded the maximum sentence for the offence of culpable homicide not amounting to murder to the convicts under section 304 of the IPC after holding that there was no intention to kill.

On the directions of Supreme Court, the case was transferred to Delhi from the trial court in Uttar Pradesh on August 1, 2019.

Punjab CM Bhagwat Mann

The Shiromani Akali Dal (SAD) asked Punjab Chief Minister  Bhawant Mann to avoid any unwanted meetings with his counterpart on the issue of affiliation of Haryana colleges with Punjab University,  adding this was being done to further weaken the Punjab’s hold over Chandigarh.

The spokesperson of the SAD, Daljit Singh Cheema said CM Mann should keep away from all the meetings related to change the character of Punjab University instead he should have registered a strong protest with the Punjab governor on this issue.  He was raising the party’s concern on Haryana’s demand that its colleges be affiliated with Punjab University, which was discussed during a meeting called by the governor recently and another meeting scheduled to be held on June 5 to discuss the issue forward.

Cheema also said that after the voluntary disaffiliation of Haryana’s colleges from the Punjab University in 1978, restrict any stake in PU. It even stopped funding the University subsequently, now it seems an effort is made to gain control over the democratically elected institutions which govern the University (Senate and Syndicate) by affiliating colleges from Haryana to the Punjab University.

He said there is a conspiracy behind it, Haryana wants to have a control over Chandigarh by building its separate Vidhan Sabha as there was a recent demand to secure land for the State. Haryana as part of conspiracy also wants to eliminate Punjabi as a compulsory language throughout graduation in Punjab University.

The 60:40 ratios in posting of Punjab and Haryana officers in Chandigarh are not being followed. Haryana CM M L Khattar while seeking affiliation for Haryana colleges with PU in June 1 meeting said that the Punjab Reorganization Act, 1966, the share of Haryana was given to Punjab University and the colleges and regional center of Haryana were affiliated to PU. However it was abolished by the issue of a notification in 1973.
