The Election Commission of India (ECI) on Monday announced that the Bihar Assembly elections will be conducted in two phases — on November 6 and November 11, with the counting of votes scheduled for November 14.

Bihar to witness two-phase voting

According to the poll schedule, 121 of Bihar’s 243 Assembly seats will go to polls in the first phase, while the remaining 122 constituencies will vote in the second phase. The timeline aligns with earlier reports suggesting the Election Commission’s preference for holding the elections after major festivals like Chhath and Diwali, which fall between October 18 and 28 this year.

Political parties had urged the Commission to schedule polling after the festive season to ensure maximum voter participation, as lakhs of Bihari migrant workers return home during this period.

Fierce political battle ahead

The 2025 Bihar Assembly polls are set to be a high-stakes contest between the ruling BJP-JD(U) alliance and the Mahagathbandhan, led by the RJD and Congress. The election comes amid intense political and legal debates surrounding the Election Commission’s Special Intensive Revision (SIR) of the voter rolls.

The EC defended the SIR process, accusing detractors of “running an online campaign” against the revision exercise. It reiterated that verified voters have already been issued new voter ID cards, and new applications will be processed within 15 days to ensure every eligible citizen can vote.

Bye-elections in eight states also announced

Alongside the Bihar poll schedule, the Election Commission also announced eight Assembly bye-elections across the country. These include two seats in Jammu and Kashmir — one being Budgam, vacated by Chief Minister Omar Abdullah after his victory in both Budgam and Ganderbal in the previous election — and one each in Rajasthan, Jharkhand, Telangana, Punjab, Mizoram, and Odisha.

Congress leader Pawan Khera appeared before the Assam Crime Branch in Guwahati on Wednesday in connection with the ongoing passport controversy case linked to Himanta Biswa Sarma’s wife, Riniki Bhuyan Sarma.

The investigation began after allegations were made by Congress leaders claiming that Riniki Bhuyan Sarma possessed multiple passports and had overseas business interests. Following the remarks, an FIR was filed and Assam Police initiated a probe into the matter.

Khera arrived in Guwahati after being directed to cooperate with the investigation. Earlier this month, the Supreme Court had granted him anticipatory bail while asking him to participate in the probe whenever summoned by the authorities.

The controversy has triggered sharp political exchanges between the Congress and the BJP in Assam over the past several weeks. Assam Chief Minister Himanta Biswa Sarma had strongly denied the allegations made against his wife and warned of legal action.
