Parliament special session: Day 1 to mark 75 years of India’s legislative journey

The five day long special session of the Parliament will begin today at the old building but will shift to the new building on September 19, on the occasion of Ganesh Chaturthi. According to reports, the tentative list of the agenda for the special session includes four bills. However, the highly debated ‘One Nation, One Election’ bill was not included in the line up.

The first day of the sitting will mark the 75 years of the parliament journey right from the forming of the Constituent Assembly. Both the Lok Sabha and Rajya Sabha will deliberate on the achievements, experiences, memories and learnings in the past 75 years.

As far as reports are concerned, the tentative list of legislative business that will be considered includes Repealing and Amending Bill, 2023, the Post Office Bill, 2023 and the Chief Election Commissioner, Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023, the Advocates (Amendment) Bill, 2023 and the Press and Registration of Periodicals Bill, 2023.

Notably, two issues which were rumoured to be taken up in the special session of the Parliament include the ‘One Nation, One Election’ bill and a potential resolution to rename India as Bharat. Remarkably, both the aforesaid issues have been a point of contention between the opposition parties and the central government for multiple weeks now.

On the other hand, during the all-party meeting ahead of the special session, leaders of parties across the political spectrum pushed for the passage of the Women’s Reservation Bill. Reportedly, some opposition also questioned the timing of the session and highlighted that the circulated agenda did not state that the five day session would be a special session.

On August 31, Union Minister of Parliamentary Affairs, Pralhad Joshi announced the special session of the Parliament. However, while announcing the session, the Union Minister did not spell out any specific agenda for it and only mentioned that amid Amrit Kall, he is looking forward to having fruitful discussions and debate in the Parliament.

INDIA Bloc on Thursday accused the union government of trying to create communal divide over a report that claimed there has been a decrease in the share of the Hindu population between 1950 and 2015. RJD leader Tejashwi Yadav and CPI General Secretary D Raja slammed Modi government for not conducting the census, and called the working paper by the Economic Advisory Council to the Prime Minister (EAC-PM) as an attempt to get votes by creating a communal divide.

Union Minister and BJP leader Giriraj Singh used the report to target the Congress, and said there has been a decrease in the Hindu population due to its politics of appeasement. When RJD leader Tejashwi Yadav was asked about the report he accused BJP of spreading hatred.

The census that was supposed to take place in 2020-21 has not been carried out till now. Yadav said the aim of the BJP government is trying to mislead the people of the country, and are spreading communal hatred. Yadav further pointed out that this is the only agenda of Prime Minister Narendra Modi and BJP government at the centre. He accused the Modi government of fooling people of the country for the past 10 years, and they want to do that again.

Raja questioned the timing of the report and asked why has the prime minister’s economic advisory council come out with this report at a time when the country is undergoing Lok Sabha elections?  He said PM Modi is already trying to polarise people in the name of Muslims and is talking about handing over keys of the Ram Temple to Muslims. He asked why is PM Modi taking up all these issues? Raja further added that this means there is an attempt to polarise people by bringing out such data and said the people should be cautious of such reports.
