Ahead of the Telangana elections, the Election Commission (EC) on Monday withdrew the permission given to the ruling Bharat Rashtra Samithi (BRS) government in the state regarding disbursements of financial aid to farmers for rabi crops under the Rythu Bandhu scheme. The election body noted a violation of the Model Code of Conduct (MCC) after a state minister made a public statement on the initiative.

The Rythu Bandhu scheme which was introduced in 2018 gives cash grants of Rs 5,000 an acre for a crop season to enable farmers to meet contingencies and augment agricultural production. The Election Commission gave no objection to the Telangana government for the disbursements of financial aid to farmers for their rabi crops during the October-January period under certain conditions.

The Telangana government was asked by the poll body not to publicise the disbursement after the MCC came into existence. Reports said that the election body took note of the statement made by state finance minister T Harish Rao, who is a contesting candidate from the Bharat Rashtra Samithi, on the disbursements under the Rythu Bandhu scheme.

The Election Commission said the minister’s remarks violated the poll code and disturbed the level-playing field in the election process. The election body also ordered the Telangana government not to give any disbursement under the scheme till the MCC in the state ceases to apply in all its forms. Furthermore, the state government has been asked to submit a compliance report by 3 pm today.

Earlier the Congress demanded the Election Commission to stop the release of scheme funds to farmers until the election is over, mentioning that it is as good as a pre-election stop. Telangana will head to elections on November 30 to elect 119 members of the state legislative assembly. The counting of the votes will take place on December 3.

AIUDF MLA Hafiz Rafiqul Islam on Saturday said Himanta Biswa Sarma- led Assam government doesn’t have the courage to bring the Uniform Civil Code in the state as it has been implemented in Uttarakhand. He reacted to the Assam government’s decision to repeal the Assam Muslim Marriages and Divorces Registration Act and added the move had been taken to target Muslims.

Islam said bill passed in Uttarakhand is not Uniform Civil Code. He said Uniform Civil Code cannot be implemented in Assam because there are people from many different castes and communities. He said BJP followers themselves follow these practices. Islam said the BJP government is employing these tactics as the Lok Sabha elections are approaching.

The Assam government gave its approval to repeal the British Raj-era law on Friday. Chief Minister Himanta Biswa Sarma took to X and wrote this act contains provisions which allow marriage registration even if the bride and groom had not reached the legal ages of 18 and 21, as required by law. This move marks another significant step towards prohibiting child marriages in Assam.

This law gives authority to Muslim registrars to register voluntary declaration of marriages and divorces. After this law has been repealed, the district authorities will take over the custody of the registration records which have been held by 94 muslim marriage registrars.

The Assam government said it is not mandatory to register marriages and divorces as per the Act and the machinery of registration is informal, which leaves a lot of scope for non-compliance with extant norms. Earlier, the Uttarakhand government got the Uniform Civil Code Bill passed in the state assembly.

The bill seeks to replace personal religious laws governing marriage, divorces and inheritance, with a common set of rules applicable to all religious laws governing marriage, divorces and inheritance, with common set of rules applicable to all religions equally.
