In order to stabilize the population in the country’s largest state Uttar Pradesh in terms of population, the Uttar Pradesh Chief Minister Yogi Adityanath is going to announce a new population policy for 2021-2030 on the occasion of World Population Day on July 11.

The period of outgoing population policy 2000-16 of the state has ended.

As per the proposed policy, all efforts will be made to increase the accessibility of contraceptive measures issued under the Family Planning Programme and provide a proper system for safe abortion. At the same time, efforts will also be made to reduce the mortality rate through improved health facilities. The policy will provide incentives to people who will help in population control.

The UP CM Yogi Adityanath has called for a community-centric approach to controle the state’s population so that better facilities may be made available to the people and the state can be developed properly. In a statement, he said poverty and illiteracy are major factors for population expansion. The state need to ensure a community-centric awareness efforts to curb the population as there is also a lack of awareness about population in certain communities the CM said.

A government spokesperson said the policy will follow a five-pronged approach to population control and it is also focused on improving health. The state’s total fertility rate is 2.7 per cent currently whereas it should ideally be less than 2.1 per cent. Except UP and Bihar, most states have achieved this.

Reviewing the new population policy for 2021-30, the Uttar Pradesh CM Yogi Adityanath said it is necessary to control the population growth rate for the development of the state. Better facilities can be provided to all the citizens of the state only by controlling the population, he said. The new population policy also includes better management of nutrition, education and health of adolescents aged 11 to 19 years, besides making comprehensive arrangements for the care of the elderly.

Briefing about the new population policies, Yogi Adityanath said the efforts should be made to maintain the demographic balance in all the communities, easy availability of advanced health facilities, through proper nutrition and bring down the maternal and child mortality rate to the minimum level. The CM has said that health clubs should be formed in schools and added that digital tracking should be done for newborns, adolescents and elderly people.

Earlier, Additional Chief Secretary Medical, Health and Family Welfare Amit Mohan Prasad told Chief Minister Yogi Adityanath that the proposed population policy is being prepared after studying several reports including National Family Health Survey-04 and Survey-05 which is going to be released soon.

The controversy follows two low-intensity explosions reported within a short span of time — one near the Border Security Force (BSF) headquarters in Jalandhar and another close to an army cantonment area in Amritsar. The incidents raised concerns over security, particularly given the sensitive nature of the locations.

In response, Mann suggested that the blasts could be part of a larger political strategy. His remarks triggered a strong backlash, with opposition parties accusing him of politicising a serious security issue.

Assam Chief Minister Himanta Biswa Sarma resigned from his post on Wednesday, paving the way for the formation of a new government after the BJP-led NDA secured a decisive victory in the 2026 Assembly elections.

Sarma submitted his resignation to Governor Lakshman Prasad Acharya at Lok Bhawan in Guwahati. The Governor accepted the resignation and asked him to continue as the caretaker Chief Minister until the new government takes charge.

The resignation comes after the NDA’s strong electoral performance, where the alliance won a clear majority in the 126-member Assembly, ensuring its return to power for another term.

Oath ceremony expected after May 11

Speaking to reporters after submitting his resignation, Sarma said the swearing-in ceremony for the new government is likely to be held after May 11.

He indicated that Prime Minister Narendra Modi has been invited to attend the ceremony but is unavailable until May 11, which has influenced the tentative schedule.

Decision on next chief minister soon

Sources suggest that central observers, including senior BJP leaders, are expected to arrive shortly to oversee the selection of the legislature party leader. The newly elected MLAs will then decide on the next Chief Minister.

Despite the formal resignation, party sources indicate that Sarma is likely to continue in the role for another term, given the BJP’s strong mandate in the state.

The move marks the beginning of the government formation process in Assam following the election results declared earlier this week.
