Indian Navy gets its third Scorpene-class submarine INS Karanj

India got its third locally manufactured Scorpene class submarine with the launch of INS Karanj at the Mazagaon dock in Mumbai on Wednesday.

Marking a generational shift in submarine operations, the Scorpene submarine has superior stealth features, including the ability to launch crippling attacks with precision, advanced acoustic silencing techniques, low radiated noise levels and hydro-dynamically optimised shape.

Scorpene submarines can undertake a wide range of missions such as anti-surface and anti-submarine warfare, intelligence gathering, mine-laying and area surveillance, reported NDTV. The submarine is designed to operate in all theatres, with means provided to ensure interoperability with other components of a Naval task force.

INS Karanj is expected to be inducted into the Indian Navy latest by 2019. Last year, INS Kalvari, the first Scorpene class submarine was commissioned into the Indian Navy, at a ceremony on 14 December, by Prime Minister Narendra Modi. Khanderi, the second Scorpene class submarine was launched in January 2017, and is currently undergoing the rigorous sea trials before being inducted.

A report by News 18 said while the launch was a time of relief for the Indian Navy, there was also concern for the delay in its manufacturing for which Navy chief Admiral Sunil Lamba pulled up the Mazagaon Docks Limited, the manufacturer.

India, with a coastline of over 7500km, needs a strong, well-equipped navy to secure its interests in the Indian Ocean Region, especially in view of the strong Chinese naval presence here. This is the region which has witnessed most of the conflicts in the present times.

India has a fleet of 13, mostly ageing, submarines. Admiral Lanba had earlier said that India planned to have a fleet of 22 submarines by 2020-21. News 18 reported that sources indicated there may be a further delay of two years and all six Scorpene-class submarines may still not be inducted till the end of 2023.

The manufacturing of these submarines was undertaken under Project 75 (P-75), worth Rs 70,000 crore for the indigenous manufacturing of stealth submarines. It has been plagued by slow progress ten years after it actually started. P-75 was approved in 2005.

According to the original schedule, the first of the six submarines, the INS Kalvari, was scheduled to be delivered to the Navy by 2012, but it was inducted into the Navy only last year, in December 2017.

INS Khanderi, the second submarine which is named after Chattrapati Shivaji’s island fortress, was launched in January 2017. INS Karanj, the third, was launched on Wednesday.

The project is already late by six years. Even if all the delays are smoothed out, the Navy worries, the project has already been pushed back two years and this has not gone unnoticed at the highest of levels, said News 18.

Earlier this week, reports suggested that the Prime Minister’s Office (PMO) had rapped the Ministry of Defence (MoD) for the delay. The MoD, in turn, has made its displeasure clear to MDL.
