Congress says states with successful family planning to lose seats in delimitation

In the ongoing debate over delimitation, the Congress expressed concerns on Tuesday, March 11, stating that the process could unfairly disadvantage States that have effectively implemented family planning measures and achieved lower fertility rates.

Jairam Ramesh, Congress general secretary for communications, outlined on X that several States might lose between one and eight Lok Sabha seats. Meanwhile, populous States such as Uttar Pradesh and Bihar are poised to gain 11 and 10 seats, respectively, should the delimitation proceed.

According to Ramesh, the States facing seat reductions include Tamil Nadu (8), Kerala (8), Andhra Pradesh and Telangana (8), Odisha (3), West Bengal (4), Karnataka (2), Himachal Pradesh (1), Punjab (1), and Uttarakhand (1). In contrast, Assam, Jammu and Kashmir, and Maharashtra will see no changes in their seat allocations.

On the gaining side, Uttar Pradesh, Bihar, Rajasthan, Madhya Pradesh, and others are set to increase their representation with notable gains. “The States losing seats will do so due to their successful family planning efforts and reductions in fertility rates, which align with national goals. This methodology would penalize those achievements,” Ramesh noted in his post.

Adding to the discourse, Tamil Nadu Chief Minister M.K. Stalin recently called for solidarity among leaders from various States in a letter dated March 7, 2025. He invited them to join a Joint Action Committee (JAC) to collectively oppose what he described as an unjust delimitation process. Stalin proposed a meeting in Chennai on March 22 to strategize a unified approach.

He emphasized that the delimitation exercise could involve redistributing the current 543 seats among States or potentially increasing the total number of seats beyond 800, based on population considerations.

Constitutionally, delimitation must occur after each Census to redraw constituency boundaries and determine seat allocations for the Lok Sabha and State assemblies. The process had been suspended in 1976 until 2001 to promote population control, and again postponed until the first Census after 2026.

Delimitation is the procedure of defining the number of seats and boundaries of electoral constituencies, managed by the Delimitation Commission established by Parliament, a similar exercise having been conducted following the 1951, 1961, and 1971 Censuses.

Shah said the two sides had a detailed discussion on expanding India-US cooperation in the security domain, particularly in counter-terrorism and counter-narcotics initiatives. He also reiterated India’s commitment to advancing the India-US Comprehensive Global Strategic Partnership under the leadership of Prime Minister Modi.

Meeting follows high-level engagement at G7 summit

The interaction took place shortly after the Modi-Trump bilateral meeting during the G7 Summit in France, where the leaders discussed trade, regional security, economic cooperation and other strategic issues. They also reviewed progress in various areas of bilateral cooperation.

Following his return from France, Gor described the Modi-Trump engagement as productive and highlighted positive outcomes for India-US relations. He said the two leaders held substantive discussions on trade, regional security and strengthening economic ties.

The latest meeting between Shah and Gor underscores continued high-level engagement between New Delhi and Washington on security and strategic matters as both countries seek to deepen cooperation across multiple sectors.

The result comes as another example of cross-voting influencing Rajya Sabha elections, a trend that has been discussed in several states during recent Upper House contests.

Congress candidate misses out

While JMM’s Baidyanath Ram and BJP-backed Parimal Nathwani emerged victorious, Congress nominee Pranav Jha failed to secure one of the two available seats. The outcome is likely to trigger political debate over voting patterns within the state assembly and the extent of cross-voting during the election.
