Failure of COVID 19 Helpline: Delhi HC takes suo moto cognizance.

May 28, 2020: A viral video clip highlighting the failure of COVID-19 helpline number in Delhi caught the attention of the Delhi High Court as it took sou motu cognizance of the matter on Wednesday.

The division bench comprising of Justice Vipin Sanghi & Justice Rajnish Bhatnagar directed registration of a Public Interest Litigation (PIL) on the Courts own Motion. The Court has also appointed Advocate Om Prakash as Amicus Curiae and directed the Central Government, as well as the Government of N.C.T of Delhi (GNCTD), to file their status reports on all the aspects mentioned in the said video recording by the next date of hearing on June 3, 2020.

The Bench stated that the video recording raises serious issues of public concern in the present-day context. A person who, or whose family or friend is found Covid-19 positive, should be able to call the helplines to not only report such occurrence, but to also seek guidance and assistance with regard to the hospitals to which such patient may be taken – if hospitalisation is necessary keeping in view of the condition of the patient. The helplines should render meaningful and effective help to the callers.

In the video clip being circulated on social media, one Dharmendra Bhardwaj claims that his mother Shyama Sharma was admitted to Max Patparganj Hospital on 19.05.2020. On 21.05.2020, her Covid-19 test was found to be positive. He claims that the Deputy Medical Superintendant of the said hospital called him and spoke to him on the intercom, and asked him to arrange a ventilator and hospital bed in some other hospital.  He claims that he visited several hospitals, but to no avail. Importantly, he claims that he called the Helpline No.1075 on several occasions with no response. On one occasion, he was given the number of DSO, he called the number, but again to no avail. On two other occasions, he was given two other numbers, which too were nonresponsive.

Gurugram rain disrupts city, offices advised WFH as schools shift online

Heavy rain caused widespread waterlogging and traffic disruption in Gurugram, prompting WFH and online class advisories.

Gurugram faced widespread waterlogging and traffic disruption on Monday after heavy rain overwhelmed several parts of the city. The district administration advised offices to allow employees to work from home and schools to conduct classes online following the disruption.

The administration said Gurugram recorded 70 mm of rainfall by 1.30 pm. Areas including Rajiv Chowk, IFFCO Chowk, Railway Road, Sector 5, Old Delhi Road, Mehrauli Road and Basai Road were among those badly affected.

The disruption came despite the rain lasting for only about an hour, with residents again raising concerns over Gurugram’s civic infrastructure and drainage system.

Vehicles stranded, students forced to seek higher ground

Several motorists were seen abandoning their vehicles after getting stuck on waterlogged roads. Students returning from school also faced difficulties, with some moving towards elevated locations such as raised bus stops to stay away from flooded roads and the danger of open manholes obscured by muddy water.

The heavy waterlogging also affected movement on the Delhi-Jaipur Expressway, resulting in major delays for commuters.

The journey between Signature Tower and Hero Honda Chowk, which normally takes around 15 minutes, took at least 50 minutes on Monday, according to commuters.

Delhi-Jaipur Expressway, Sheetla Mata Road among affected stretches

A significant section of the Delhi-Jaipur Expressway near Cyber Hub, opposite Gateway Tower Metro station, was submerged, affecting traffic on the major route.

Sheetla Mata Road, which has been identified as one of Gurugram’s flood-prone stretches during the monsoon, was also among the worst-hit areas.

The latest disruption has once again highlighted concerns over the city’s infrastructure during periods of intense rainfall.

Other reactions focused on traditional elements associated with Raksha Bandhan. One user questioned the absence of a puja thali and tilak while also criticising Kriti’s outfit.

A separate comment objected to the inclusion of the dog, arguing that the campaign was not representative of the traditional spirit of Raksha Bandhan.

Congress leader Rahul Gandhi has added a new twist to his public image as he steps up outreach to Gen Z through the nationwide “Chhatron Ki Goonj” programme.

The Leader of the Opposition in the Lok Sabha, who became known for wearing T-shirts during the 2022 Bharat Jodo Yatra, has recently been seen in brightly coloured shirts at several student-focused events.

The change marks a departure from the white T-shirts that became closely associated with his appearance during the Bharat Jodo Yatra, when he walked from Kanyakumari to Kashmir.

From white T-shirts to colourful shirts

Rahul Gandhi wore white T-shirts during the Bharat Jodo Yatra, including during its winter leg. He subsequently continued to appear in T-shirts at party programmes and political events.

The style also became a subject of political criticism, with the BJP repeatedly targeting Gandhi over his choice of attire and describing him as “non-serious”.

Gandhi, however, continued with the T-shirt look and it was also adopted by some Congress leaders who had traditionally appeared in kurta-pyjamas.

His latest appearances have brought a more colourful wardrobe into focus.

Gandhi wore a blue shirt at the first “Chhatron Ki Goonj” event in Kota, where he addressed the issue of paper leaks.

In Dehradun, he was seen wearing a shirt instead of his usual T-shirt. At an event in Allahabad, he wore a pink shirt while interacting with students, drawing discussion on social media.

He later appeared in a yellow shirt at an event in Pune.

The Pune programme focused specifically on female students and working women, with Gandhi addressing issues related to women’s safety, freedom and rights.

Congress steps up Gen Z outreach

The “Chhatron Ki Goonj” programme is part of Rahul Gandhi’s outreach to young people, with paper leaks and issues affecting students among the subjects being highlighted.

The Congress is also seeking to engage young women through programmes and interactions focused on issues concerning them.
