J&K government forfeits arrested DSP Davinder Singh’s Gallantry medal

Government of Jammu and Kashmir on Thursday announced its decision to forfeit Sher-e-Kashmir Police medal for gallantry, which was awarded to Deputy SP, Davinder Singh. The award, considered to be Jammu and Kashmir’s highest police award, was conferred to Singh in 2018.

Government of Jammu and Kashmir on Thursday announced its decision to forfeit Sher-e-Kashmir Police medal for Gallantry awarded to DSP Davinder Singh. The award is considered to be Jammu and Kashmir’s highest police award, was conferred to Singh in 2018 for his participation in countering a fidayeen attack.

Last week Davinder Singh was arrested at Mir Bazar in Jammu and Kashmir’s Kulgam district along with Hizbul Mujahideen terrorists Naveed Baba and Altaf, and an advocate who allegedly has terror links.

According to police reports, Singh had allegedly given shelter to the two Hizbul Mujahideen terrorists and advocate at his residence in Badami Bagh cantonment. Two pistols, an AK-47 rifle and a large quantity of ammunition were seized from his residence in a police raid following his arrest.

Davinder Singh shot to controversy when Parliament attack convict Afzal Guru’s letter to his lawyer featured his name as the one asking Guru to arrange for an accommodation for a person in Delhi. Guru had also accused that the police officer asked him to get a car for the person. The same person was later involved in the Parliament attack and was gunned down by our security forces. The car was also used in the attack.

Singh joined the Jammu and Kashmir Police force in the year 1994 as a sub-inspector and later joined the Special Operations Group (SoG) of the Jammu and Kashmir Police

However, he was removed from the SoG, after reports of corruption surfaced against him. He was kept under suspension for some time. He later resumed services and after a short while he was sent to Kosovo as a part of a UN peacekeeping mission in 2003 for a year.

Singh was transferred to the traffic cell of the Police in 2006.

Just before being promoted in 2014 as DSP, he shot to controversy following his name featuring in Afzal Guru’s letter to his lawyer.

Davinder had actually accepted the he knew Afzal Guru and in an interview to a journalist, he claimed that he had tortured Afzal Guru.

Davinder Singh was posted in Pulwama from May 2017 to August 8, 2018.

When the dastard Pulwama attack happened, Singh was station there as the DSP. The attack had claimed more than 40 lives.

He was also a part of the security management of the convoy of high commissioners of various countries who had recently visited Jammu and Kashmir.

The first incident took place near the Border Security Force (BSF) headquarters in Jalandhar, where a blast involving a delivery scooter was reported in a populated area. The proximity of the explosion to a sensitive security installation immediately drew the attention of authorities.

Shortly after, another blast was reported near a military-linked area in Amritsar, further heightening concerns over security preparedness in the border state. Police and security agencies responded swiftly, deploying bomb disposal squads and forensic teams at both locations.

Officials confirmed that no casualties were reported in either incident. However, the back-to-back nature of the explosions caused panic in nearby areas and prompted authorities to place the state on high alert.

Political leaders reacted strongly, questioning the handling of security and pointing to possible lapses. They urged authorities to take preventive steps to avoid such incidents in the future.

Punjab, being a strategically important border state, remains sensitive to such developments. Investigations are currently underway to determine the cause of the explosions and whether there are any links between the two incidents.

Security has been tightened around key installations, with agencies assessing whether the blasts were isolated events or part of a broader threat.
