Home voting, a facility that will help people with disabilities and senior citizens above 80 years of age to vote from home, has been introduced by the Election Commission of India for the first time in the upcoming Rajasthan assembly elections.

On Thursday, an official said that there is an option for the 18.05 lakh eligible voters to vote from home in the elections. It was done in a bid to have more inclusive elections, an official added.

According to Chief Electoral Officer Praveen Gupta, the Block Level Officers are going door to door to educate eligible voters about home voting.

The facility is optional, Gupta said. To opt in, eligible voters must fill out the 12-D form received from the BLO within five days of receiving election notification.

The chief electoral officer announced that the list of home voting voters would be shared with all recognised political parties by the returning officer. To enable these voters to vote, the polling team would utilize postal ballots.

In Rajasthan, where assembly elections are scheduled later this year, there are approximately 12,13,817 voters over the age of 80 and 5.95 lakh registered specially-abled voters.

Earlier in June this year, Rajasthan Chief Minister Ashok Gehlot expressed his confidence that Congress would win the assembly election in the state later this year and has targeted BJP saying, it will lose because of communally sensitive remarks.

The Rajasthan CM further said that the Congress has shown a strong model of governance in terms of infrastructure before the people of Rajasthan and this will help them to win against the aggressive BJP campaigning in the state.

He listed the achievements of the government of Rajasthan like roads, the welfare of daughters, water, health, infrastructure and education. He promised 1lakh km of roads will be built within the state. He said pensions were being given to 1 crore people in the state.

Delhi to face water shortage till November 1 due to high ammonia content in Yamuna

The Delhi Jal Board recently announced that several parts of the national capital will face water shortage till November 1 due to high ammonia content in the Yamuna river.

It added that various parts of east, northeast and south Delhi and areas under the New Delhi Municipal Council will be affected. It mentioned that the raw water source of Delhi’s 110 MGD (million gallons per day) Bhagirathi Water Treatment Plant (WTP) and 140 MGD Sonia Vihar WTP is the Upper Ganga Canal, Muradnagar, Uttar Pradesh. 

Owing to scheduled annual maintenance across the Upper Ganga Canal by the Uttar Pradesh irrigation department from October 12 to 31, the canal was closed from Haridwar on October 12 midnight, the Jal Board continued.

The Jal Board said that during this closure period, the Uttar Pradesh irrigation department and the UP Jal Nigam carry out repair and maintenance. Hence, Ganga water supply to these WTPs has been stopped.

The Delhi Jal Board stated that the WTPs are now dependent on the Yamuna as an alternative source of raw water till October 31. However, due to high ammonia content, above 1.5 ppm (parts per million), in the raw water, it is difficult to treat the Yamuna’s raw water.

It maintained that production at Bhagirathi and Sonia Vihar has been curtailed up to 30 per cent due to the aforesaid reason. Furthermore, the production would depend entirely upon the quality of raw water at the Yamuna and production from these plants shall vary accordingly.

The Delhi Jal Board further advised the residents of the national capital to store adequate quantities of water in advance, based on their requirements, and use water judiciously.

It added that water tankers will be available on demand from the Jal Board’s helpline or the central control room. 

The areas to be affected include prime locations such as Gokulpuri, Sonia Vihar, Karawal Nagar, Babarpur, Tahirpur, Dilshad Garden, Nandnagari, Shandara, Laxmi Nagar, Geeta Colony, Mayur Vihar, Kondli, Dallupura, Yamuna Vihar, Karawal Nagar, Jaffrabad, Jhilmil, Mandawali, Shakarpur, Vivek Vihar, Karkardooma, Jagatpuri, Shalimar Park, Krishna Nagar, Patparganj, Preet Vihar, Vishvakarma Park, Lalita Park, Seelampur, Shastri Park, Brahmpuri, Kailash Nagar

Sarai Kale Khan, Jal Vihar, Lajpat Nagar, Moolchand Hospital, Greater Kailash, Vasant Kunj, Devli, Ambedkar Nagar, Okhla, Kalkaji, Kalkaji Extension, Govindpuri, G.B. Pant Polytechnic, Shyam Nagar Colony, Okhla Sabzi Mandi, Amar Colony, Dakshin Puri, Panchsheel Park, Shahpur Jat, Kotla Mubarakpur, Sarita Vihar, Sidhartha Nagar, Apollo, G.K. North, Malviya Nagar, Deer Park, Gitanjali, Srinivaspuri, G.K. South, and Chhatarpur in South Delhi.

Administrator made changes without Delhi govt’s knowledge: Opposition leaders stage walkout in JPC meeting on Waqf Bill

Many opposition leaders walked out of the meeting of the Joint Parliamentary Committee on Waqf (Amendment) Bill on Monday, to register their protest against the presentation made by the Delhi Waqf Board.

The leaders who staged the walkout claimed that the administrator of the Delhi Waqf Board, who had appeared before the panel, made changes to the presentation without the knowledge of the Delhi government.

Among the opposition members who walked out of the meeting were AAP MP Sanjay Singh, the DMK’s Mohammed Abdulla, the Congress’ Naseer Hussain and Mohamed Jawed.

The leaders said that the MCD Commissioner and Delhi Waqf Board’s administrator, Ashwini Kumar, altered the initial report of the Waqf Board without chief minister Atishi’s approval. The Joint Parliamentary Committee meeting was chaired by BJP MP Jagdambika Pal.

The Joint Parliamentary Committee had called the representatives of the Delhi Waqf Board, Haryana Waqf Board, Punjab Waqf Board and Uttarakhand Waqf Board and Uttarakhand Waqf Board to record their Oral evidence on the Waqf (Amendment) Bill, 2024.

Furthermore, the Committee also summoned Call for Justice (Group led by Chander Wadhwa, Trustee), Waqf Tenant Welfare Association, Delhi and Harbans Dunkall, President, Residents Welfare Association (All Blocks), B.K. Dutt Colony, New Delhi to record their views and suggestions.

Earlier in the last meeting held on October 22, the panel’s meeting witnessed a heated argument between BJP MP Abhijit Gangopadhyay and TMC MP Kalyan Banerjee.

The Trinamool Congress MP allegedly threw a glass bottle in a fit of rage and later allegedly threw the glass towards Jagdambika Pal. The TMC MP hurt his hand in the process. TMC MP Kalyan Banerjee was later barred from attending one meeting of the JPC.

Notably, the Waqf (Amendment) Bill, 2024 seeks to bring sweeping reforms, introducing digitisation, stricter audits, transparency and legal mechanisms to reclaim illegally occupied properties.

PM Modi inaugurates C-295 Aircraft manufacturing complex, pays tribute to Ratan Tata

Prime Minister Narendra Modi along with his Spanish counterpart Pedro Sanchez inaugurated the TATA Aircraft complex for manufacturing C-295 aircraft in Gujarat’s Vadodara on Monday.

Around 56 aircraft are there under the C-295 programme, of which 16 are being delivered directly by the aircraft manufacturing company Reportedly, Airbus from Spain, and the remaining 40 will be manufactured at the complex, which is the first private sector Final Assembly Line (FAL) for military aircraft in India.

It will include the full development of a complete ecosystem from the manufacture to assembly, test and qualification, to delivery and maintenance of the complete lifecycle of the aircraft. In 2021,the Ministry of Defence signed a Rs 21,935-crore contract with Airbus Defense and Space SA, Spain for the supply of 56 aircraft.

Addressing the event, Prime Minister Narendra Modi said the aircraft manufactured at the Vadodara facility will also be exported in the future. He added that the Tata-Airbus manufacturing facility will strengthen the India-Spain relations and the ‘Make in India, Make for the World’ mission.

Narendra Modi also paid tribute to former Tata Sons chairman Ratan Tata, who is said to be the brain behind the project. Remembering the industrialist, PM Modi said that if Ratan Tata would have been among them, he would have been happy, but wherever his soul is, he would be happy. 

In the inauguration event, Tata Sons chairman N Chandrasekaran said the project was originally conceived by Ratan Tata in 2012. He said that he will fail in his duty if he forgets to mention that this project was originally conceived more than a decade ago, in 2012, by the then Tata Sons Chairman, Ratan Tata, who led the whole concept to build a relationship with Airbus and created this partnership with Airbus and laid the foundation stone for this opportunity. He also remembered him for his visionary leadership in this very path-breaking initiative.

Notably, the C-295 is a transport aircraft of 5-10 tonne capacity with contemporary technology that will replace the Indian Air Force’s ageing Avro-748 planes. The aircraft is known to be a superior aircraft used for tactical transport of up to 71 troops or 50 paratroopers and for logistic operations to locations that are not accessible to current heavier aircraft.

The C-295 aircraft, called robust and reliable, with a flight endurance of up to 11 hours, and can carry out multi-role operations under all weather conditions. It can also routinely operate day as well as night combat missions from desert to maritime environments.

Reportedly, all the 56 aircraft under the agreement will also be fitted with an indigenous Electronic Warfare suite manufactured by Indian DPSUs – Bharat Electronics Ltd and Bharat Dynamics Limited.
