Subhash Chandra Garg seeks VRS after being moved from Finance to Power ministry

Moved from the post of finance secretary to secretary in Power Ministry in a major reshuffle yesterday, senior IAS officer Subhash Chandra Garg today (Thursday, July 25) applied for voluntary retirement. 

Atanu Chakraborty, who was secretary of the department of investment and public asset management, was appointed as Garg’s replacement to head the economic affairs department. He is a Gujarat cadre officer of the 1985 batch.

Garg, who was transferred out of the Finance Secretary’s post within months of his appointment, was expected to formally take over as power secretary later in the evening and will continue in the new post till a decision is taken on his request.

Garg was due to retire from government service at the end of October 2020 on attaining of 60 years of age.

Garg was appointed economic affairs secretary in June 2017 to succeed Shaktikanta Das after a three-year stint as executive director of the World Bank. In March this year, he was designated as finance secretary by the Appointments Committee of the Cabinet after the retirement of Hasmukh Adhia.

A finance secretary has a much higher profile than a power secretary and being transferred to that post amounts to a demotion of sorts.

The 1983 batch IAS officer’s tenure at the finance ministry was cut short in the bureaucratic reshuffle last evening that transferred or upgraded 24 senior government officials. As DEA secretary, he was in charge of fiscal policy, RBI-related matters, and was closely involved in the preparation of Union Budget.

The shift came just a day after Parliamentary procedure for approval of Modi 2.0 government’s maiden Union Budget for 2019-20 was completed.

Other postings

Among other postings announced yesterday, Ajay Kumar Bhalla was appointed as the new Home Secretary, with the government appointing him Officer on Special Duty in the high-profile ministry with immediate effect.

Member (Finance), Digital Communications Commission, Anuradha Mitra was appointed Secretary, Department of Official Language.

Besides these officers, eight 1986-batch IAS officers were made secretaries in various departments.

Anil Kumar Khachi from Himachal Pradesh cadre will be the new Secretary, Disinvestment to succeed Chakraborty. 

Anshu Prakash, from UT cadre, will be the Secretary, Department of Telecommunication while his batch-mate from West Bengal cadre RS Shukla will be the Secretary, Parliamentary Affairs, the order said.

Ravi Capoor, from Assam Meghalaya cadre, was appointed  Secretary, Textiles. 

Atul Chaturvedi from same cadre will be the Secretary, Animal Husbandry and Dairying, the order said.

Gujarat cadre officer P D Vaghela will be the Secretary in Department of Pharmaceuticals, it said.

GV Venugopala Sarma, IAS from Odisha cadre, was appointed Member Secretary, National Disaster Management Authority in the rank and pay of Secretary by temporarily upgrading the post.

His batch mate from Gujarat, Guruprasad Mohapatra was appointed Secretary, Department for Promotion of Industry and Internal Trade. Mohapatra is the Chairman, Airports Authority of India in the Civil Aviation Ministry.

The ACC also cleared in-situ upgrade of 12 IAS officers of 1986 batch to the level of Special Secretary in the rank and pay of Secretary, as a measure personal to them, by temporarily upgrading the post held by them, the order said.

Those 1986-batch IAS promoted as special secretaries include Anil Kumar Jain in the Environment Ministry, Subash Chandra in the Department of Defence, Sanjeev Nandan Sahai in the Power Ministry, Shambhu Singh in the Roads and Transport Ministry, Ravi Mittal in the Department of Financial Services, Pramod Kumar Das in the Department of Expenditure and Sanjeeva Kumar in the Ministry of Health and Family Welfare, it said.

IAS from MP cadre SP Singh Parihar, Chairman, Central Pollution Control Board was given the rank and pay of Secretary, it said.

Rakesh Kumar Gupta, Jammu Kashmir cadre IAS officer, was appointed Secretary, Union Public Service Commission, it said.

Alok Vardhan Chaturvedi from Bihar cadre will be new Director General in the Directorate General of Foreign Trade in the rank and pay of Secretary.

Satbir Bedi, IAS from UT cadre serving as Chairperson, National Council for Teacher Education was given the rank and pay of Secretary.

Umesh Sinha, UP cadre IAS, currently serving as Deputy Election Commissioner has been given the rank and pay of Secretary, it said.

Mallikarjun Kharge reappointed as Leader of Opposition in Rajya Sabha after oath

Congress president Mallikarjun Kharge has once again been recognised as the Leader of Opposition in the Rajya Sabha after being re-elected to the Upper House and taking oath as a member.

Congress president Mallikarjun Kharge was on Monday formally reappointed as the Leader of Opposition (LoP) in the Rajya Sabha after taking oath as a member of the Upper House following his re-election.

Kharge’s previous term as a Rajya Sabha member ended on June 25. Following his re-election to the Upper House from Karnataka, Rajya Sabha Chairman C P Radhakrishnan accorded recognition to him as the Leader of Opposition with effect from June 26.

The Congress veteran took oath as a Rajya Sabha member in the Chairman’s chamber on Monday. The oath ceremony marked the beginning of his fresh term in the Upper House.

Recognition effective from June 26

According to a bulletin issued by Rajya Sabha Secretary-General P C Mody, Kharge ceased to hold the office of Leader of Opposition after the expiry of his earlier Rajya Sabha term on June 25. Following his re-election, he was once again recognised as the Leader of Opposition under the provisions of the Salary and Allowances of Leaders of Opposition in Parliament Act, 1977.

Kharge had earlier been elected unopposed to the Rajya Sabha from Karnataka during the recent biennial elections to the Upper House.

As June comes to an end, many customers are wondering whether banks across the country are open on June 29, 2026. According to the Reserve Bank of India’s (RBI) holiday calendar, bank operations will not be affected nationwide, but branches in some states will remain closed due to local holidays.

Banks closed in these states on June 29

Banks will remain shut in Himachal Pradesh on Monday, June 29, on account of Sant Guru Kabir Jayanti. In addition, bank branches in Mizoram will remain closed to observe Remna Ni, a regional public holiday.

However, bank branches in most other states and Union Territories are expected to function normally as June 29 is not a nationwide banking holiday.

Will online banking services remain available?

Even when physical branches remain closed, customers can continue using digital banking facilities. Services such as internet banking, mobile banking, UPI transactions, ATM withdrawals and cash deposits at ATMs will remain operational.

Customers planning to visit a bank branch are advised to check with their local branch beforehand, as holiday schedules may vary depending on the state and local observances.

A second cloudburst within a week has triggered widespread flooding and landslides in parts of Arunachal Pradesh, prompting district authorities to issue travel advisories and urge residents to avoid non-essential journeys.

Torrential monsoon rains accompanied by cloudbursts have severely affected the East Siang and Leparada districts, damaging road infrastructure and disrupting connectivity in several areas. According to local authorities, multiple key road links in East Siang district have either been blocked or washed away due to incessant rainfall.

The worst damage has been reported on the Pasighat-Runne-Takilalug Road, where sections of the route have been extensively affected. Landslides and overflowing streams have also rendered several other roads unsafe for vehicular movement. Authorities have deployed heavy machinery and emergency teams to clear debris and restore connectivity at the earliest.

Officials have advised people to undertake travel only if absolutely necessary and to remain alert, particularly in landslide-prone stretches. Residents have also been asked to closely follow official weather updates and district advisories.

The latest weather-related disruption comes days after flash floods and landslides caused extensive damage in Keyi Panyor district, where rescue and relief operations are still underway following heavy rainfall earlier this week.

Meteorological forecasts indicate the possibility of continued heavy rainfall across parts of Arunachal Pradesh, raising concerns over further flooding and landslides in vulnerable regions.
