West Bengal government to launch Annapurna scheme from June 1, offering monthly aid of Rs 3,000 to women

The West Bengal government has announced the Annapurna Yojana, providing Rs 3,000 monthly financial assistance to eligible women aged 25–60 starting June 1, 2026. Existing beneficiaries of the older scheme will be automatically migrated subject to verification.

The West Bengal government has officially notified the rollout of the ‘Annapurna Yojana,’ a welfare initiative aimed at providing assured monthly financial assistance of Rs 3,000 to women across the state. Introduced by the Department of Women and Child Development and Social Welfare, the scheme is structured to foster the socio-economic upliftment of women and will officially come into effect on June 1, 2026.

Under this new initiative, financial benefits will be transferred directly into the Aadhaar-linked bank accounts of qualified beneficiaries using the Direct Benefit Transfer (DBT) system.

Strict eligibility criteria outlined

According to the official government notification, specific guidelines have been established to determine eligibility for the monthly cash assistance:

  • Target Age Group: Eligible women must be between 25 and 60 years of age.
  • Employment Status: Applicants must not hold permanent government employment or receive a regular salary or pension from the central government, state government, statutory bodies, panchayats, municipalities, local bodies, or government-aided educational institutions.
  • Tax Criteria: Women who are income tax payers are excluded from the scheme.

Automatic migration and scrutiny rules

The new order clarifies that all current beneficiaries of the erstwhile Lakshmir Bhandar Scheme will be automatically migrated to the Annapurna Yojana. However, the transition involves a rigorous filtering process. Individuals identified as deceased, shifted, deleted, or recorded as absentee electors during the SIR-2026 exercise or voter slip distribution will be systematically excluded from the beneficiary list.

On the other hand, individuals who have filed appeals before the SIR Tribunal or submitted applications under the Citizenship (Amendment) Act will continue to receive financial assistance until their applications are legally resolved by authorities.

Application process for new beneficiaries

For fresh applicants, a dedicated online portal for the Annapurna Yojana will be launched on June 1, 2026. To ensure transparency, all new applications will undergo a strict multi-tier verification process by designated local administrative officials:

  • Rural Areas: Block Development Officers (BDOs) will manage the verification and inquiries.
  • Urban Areas: Sub-Divisional Officers (SDOs) will oversee the process.
  • Kolkata: Officials of the Kolkata Municipal Corporation (KMC) will handle applications within their jurisdiction.

Following field inquiries, verified reports will be uploaded directly to the digital portal. The respective District Magistrates and the KMC Commissioner will serve as the final sanctioning authorities in their corresponding jurisdictions to approve the disbursement of funds.

Following the announcement of a high-powered task force to reform India’s examination system, the Centre has brought together experts from technology, space research, intelligence, education, cybersecurity and logistics to recommend structural changes for the National Testing Agency (NTA).

The panel, led by Infosys co-founder and technology expert Nandan Nilekani, was announced by Prime Minister Narendra Modi a day after Union Education Minister Dharmendra Pradhan resigned amid nationwide protests over the alleged NEET paper leak.

In a video message shared on social media, the Prime Minister said the government aims to make examinations more reliable, transparent and technology-driven. He said the task force would submit recommendations to improve the credibility of upcoming examinations at the earliest.

Nandan Nilekani to lead the panel

Nandan Nilekani, co-founder and non-executive chairman of Infosys, will head the task force. Widely recognised for leading the Unique Identification Authority of India (UIDAI) and playing a key role in the development of Aadhaar, Nilekani is expected to contribute his expertise in technology, digital infrastructure and data security to the examination reform process.

Former ISRO chief S Somanath

Former Indian Space Research Organisation (ISRO) chairman S Somanath, an aerospace engineer, is also part of the panel. During his tenure, ISRO successfully carried out the Chandrayaan-3 mission. His experience in executing complex, high-precision missions is expected to help strengthen quality control and multi-layered verification processes in examinations.

Former IB director Tapan Deka

Former Intelligence Bureau Director Tapan Kumar Deka has been included for his experience in intelligence and security. A former IPS officer with a postgraduate degree in Physics, he is expected to provide inputs on strengthening intelligence gathering and cyber monitoring to curb organised examination fraud and paper leak networks.

IIT Madras Director V Kamakoti

V Kamakoti, Director of IIT Madras, is another member of the panel. A computer science academic, he has led initiatives related to microprocessor development and information security at the institute. His expertise is expected to support measures aimed at enhancing cybersecurity and protecting examination software and digital infrastructure.

Former Education Secretary Anita Karwal

Former Education Secretary Anita Karwal brings administrative and academic policy experience to the task force. A retired IAS officer from the Gujarat cadre, she is expected to contribute recommendations on examination policies, answer-key mechanisms, evaluation standards and improvements in the functioning of examination centres.

Logistics expert Amrit Lal Meena

Retired bureaucrat Amrit Lal Meena, who previously served as Bihar’s Chief Secretary and as Special Secretary (Logistics) in the Ministry of Commerce and Industry, completes the six-member panel. His expertise in supply chain management is expected to help strengthen the secure printing, storage and transportation of question papers through tamper-resistant logistics systems.

The multidisciplinary panel has been tasked with recommending structural reforms aimed at improving transparency, security and reliability in India’s examination system.

Recalling Dharmendra Pradhan’s tenure, Shah highlighted several initiatives undertaken during his time in the Education Ministry. He credited Pradhan with helping implement the National Education Policy (NEP), expanding PM SHRI schools, promoting digital education, strengthening skill development and improving coordination between industry and academic institutions.

Shah also said Pradhan worked towards making examinations more inclusive and student-centric, adding that his tenure reflected his commitment to the vision of a developed India.

Assam flood death toll rises to 66, over 6.5 lakh people still affected

The flood situation in Assam showed marginal improvement on Saturday, though the disaster continued to impact more than 6.54 lakh people across six districts. Four more deaths were reported during the day, taking the total number of fatalities in this year’s floods to 66.

According to the Assam State Disaster Management Authority (ASDMA), three of the latest deaths were reported from Sivasagar district, while one person lost their life in Charaideo.

The number of affected people declined from over 7.05 lakh across nine districts on Friday to 6,54,800 across six districts on Saturday, indicating a gradual improvement in the overall situation.

Sivasagar remains the worst-hit district

Among the affected districts, Sivasagar continues to be the worst hit, with nearly 2.9 lakh people impacted by the floods. Charaideo follows with around 1.9 lakh affected residents, while more than 1.3 lakh people remain affected in Jorhat.

The other districts still facing flood-related challenges are Dibrugarh, Golaghat and Nagaon.

Relief operations continue across affected areas

The ASDMA said the state administration is operating 274 relief camps and aid distribution centres across the affected districts. Around 18,902 displaced people are currently taking shelter at these facilities.

The latest daily bulletin also stated that floodwaters have inundated 810 villages across the state, while 34,970.8 hectares of agricultural land have suffered damage.

Rivers flowing above danger level

The floods have also damaged embankments, roads, bridges and other public infrastructure in several areas.

Authorities said the Dikhou River in Sivasagar and the Dhansiri River at Numaligarh are flowing above the danger level, and officials continue to closely monitor the situation.
