Lacking the numbers to have its own nominee elected as the Deputy Chairman of Rajya Sabha, the post that fell vacant as Congress leader PJ Kurien demitting office on July 1, the BJP-led government is pushing for a consensus candidate.
Now the single largest party in Rajya Sabha, the BJP along with its allies still falls short of a majority in the Upper House.
Vice-President and Rajya Sabha Chairman Venkaiah Naidu urged the Centre and opposition parties to work together to find a “worthy successor” to Kurien.
On Sunday, July 1, Rajya Sabha Chairman M Venkaiah Naidu called for the ruling and opposition parties to build a consensus on next Deputy Chairman of the Upper House. Naidu made these remarks at a farewell function for the outgoing Deputy Chairman PJ Kurien at his office, which was attended by leaders cutting across party lines, reported News18.
“I hope the ruling and the opposition parties will find a suitable replacement with consensus for Prof Kurien as the election of new Deputy Chairperson will be held soon,” he said.
Later talking to reporters, Naidu said he has spoken to leaders from both sides and suggested them to nominate a consensus candidate for the post.
Naidu was keen to ensure that the sharp differences between the government and the opposition, which effectively disallowed Parliament to function over the last few sessions, do not force a contest, said a report in The Times of India (TOI).
“Both sides should sit together whenever there is an issue. One or two days of disruptions are okay and not beyond (that). Parliament is for debate, discussion and decision. Chairman Shri Naidu is very sentimental about the functioning of the House,” said Naidu, according to News18.
Hectic parleys are expected over the next few days ahead of the start of the monsoon session on July 18, said the TOI report quoting sources.
BJP could consider a nominee from an allied party like Akali Dal with the name of senior MP Naresh Gujral doing the rounds, said the TOI report which added that this might find support of opposition parties like BJD which may hold the balance in the House. Earlier proposals for a BJD nominee supported by non-NDA parties petered out as the Odisha party showed a disinterest in the prospect.
Congress, on the other hand, may discuss the matter with UPA allies and other opposition parties. Though the parties have spoken of opposition unity, Trinamool was reported to have pushed for a non-Congress choice.
