Prime Minister Narendra Modi on Wednesday launched a sharp attack on the Congress during an election rally in Assam, calling the party “dangerous” and urging voters to support the BJP’s vision of a “Viksit Assam” as part of a developed India.

Addressing a rally at Gogamukh in Dhemaji district, the Prime Minister criticised the Congress for its attempt to introduce a Communal Violence Bill before the 2014 general elections. He alleged that the proposed law would have held the majority community responsible for riots while presuming religious minorities as victims, and said the BJP and its allies did not allow the bill to pass.

The Prime Minister claimed that the Congress is again talking about bringing a similar law, alleging that the opposition party is focused on appeasement politics to secure its vote bank.

Highlighting development work in Assam, the Prime Minister said the BJP is aiming to form the government again in the state and complete a hat-trick. He said the election is important for building both a developed India and a developed Assam.

He also compared infrastructure and healthcare development under Congress and BJP governments. According to him, Congress built three bridges over the Brahmaputra in several decades, while the BJP government built five major bridges in the last ten years. He added that Assam had six medical colleges during Congress rule, while the number has now increased to 14, with work ongoing on 10 more medical colleges.

The Prime Minister also said Assam may soon get the country’s first underwater road and a railway tunnel under the Brahmaputra. He added that the government is working on long-standing issues such as floods and erosion and has also focused on developing the petrochemical sector in the state.

At another rally in Behali in Biswanath district, he highlighted the government’s work on women’s empowerment and spoke about steps taken for women’s safety, dignity, and rights. He also mentioned the implementation of the Uniform Civil Code in Assam and measures aimed at protecting tribal traditions and areas under the Sixth Schedule.

Meanwhile, Congress leader Pawan Khera criticised the BJP government over the increase in commercial LPG prices during the election period. He said the BJP has been in power in Assam for years but continues to blame Congress, alleging that the ruling party has not fulfilled past promises and will not fulfil future promises either. He also claimed that fuel and essential commodity prices could rise after the elections.

How the quota will be divided

Under the new structure, the 15% reservation for Scheduled Castes will be split into three categories:

  • 5.25% for “left-hand” SC communities
  • 5.25% for “right-hand” SC communities
  • 4.5% for other SC groups, including nomadic communities

The formula is based on proportional representation and aims to ensure equitable distribution of benefits among various sub-castes.

Recruitment to resume after long delay

The cabinet’s approval is expected to immediately unlock recruitment for thousands of government positions that had been on hold due to the reservation issue.

Officials indicated that recruitment notifications will now be issued, potentially opening up more than 50,000 vacancies across departments.

Long-pending demand addressed

The move comes after decades of demands from different SC communities seeking internal classification within the quota system. The government described the decision as a step toward social justice and balanced representation.

The issue had remained unresolved for years due to legal and administrative complexities, including concerns over exceeding the Supreme Court-mandated 50% reservation cap.

Political and social significance

The decision carries both administrative and political importance, as it addresses a sensitive issue affecting multiple communities within the Scheduled Castes. It also comes at a time when reservation policies continue to be a major subject of debate across states.
