After his shocking demise in the Tamil Nadu chopper crash in December, India’s first Chief Defence of Staff General Bipin Rawat has become the focal point for both the BJP and the Congress ahead of the Uttarakhand Assembly elections.

So much so that there is talk that Gen Rawat’s younger daughter Tarini, an advocate, is likely to get a BJP ticket. There is no news, however, whether she will accede to the BJP request. The push, or more like a rush, to capitalize on the legacy of the deceased Rawat also points to greater anti-incumbency for the BJP which has seen three chief ministers in the five-year term.

The musical chairs seem not to have worked for the party which is keen to publicize the high faith it places on the people from Uttarakhand. Apart from the first CDS, Ajit Doval, the country’s National Security Adviser, also hails from the state and is a key member of the Prime Minister Narendra Modi’s establishment.

The Rawat manifesto is the flavour for this election. All political parties are now promising that if they come to power, they will implement the dreams and vision of General Rawat, who died on December 14.

Not only PM Modi, Home Minister Amit Shah, Defence Minister Rajnath Singh but also Congress leaders Rahul Gandhi, Sonia Gandhi, Uttarakhand poll in-charge Harish Rawat have been discussing the ideas of General Rawat in their poll speeches.

Even the Congress has demanded Bharat Ratna for the departed general. Former Uttarakhand Chief Minister Harish Rawat had said the late CDS was a symbol of national security and must be decorated with the Bharat Ratna in a special function. If the Congress comes to power, it will implement Gen Rawat’s ideas, he had told the media.

BJP leaders frequently invoke General Rawat’s name to buttress their pledge for the development of Uttarakhand. However, many BJP leaders in Uttarakhand believe that merely keeping General Rawat’s name and ideas in the loop during the elections will help their cause. They also believed that even when the Congress brings up General Rawat in its campaign, it is the ruling BJP that will benefit.

A few days back, former Uttarakhand chief minister Trivendra Singh Rawat had exclusively told the media that the frequent mentions of Rawat do not have political connotations. While other BJP leaders have privately admitted that the party will benefit if the late CDS’ ideas for the state are championed repeatedly during the election campaign.

The state is estimated to have 2.5 lakh serving and retired defence personnel and widows — a significant vote bank given their power to influence others.

General Rawat was born in Pauri Garhwal district and maintained an interest in the region’s development. He had also planned to spend his retirement in Uttarakhand.
