Goa Chief Minister Pramod Sawant has been slammed for his remarks on the gang-rape survivors and an attack on two minor boys that took place in the wee hours of Sunday on Benaulim beach. Reeling under the pressure of the opposition, the CM made shocking comments in the Assembly on Wednesday and said that parents need to introspect why the two girls and two boys were on the beach late at night, however, blamed the parents for allowing their children to step out. He appeared to be absolving his government and the police of any responsibility.

When 14-year-old children stay on the beach the whole night, the parents need to introspect. Parents have a responsibility to ensure the safety of their children and hinted that they should not let their children, particularly minors, out at night, Sawant, who also holds the home portfolio, said.

The citizens directly blame the police, but 10 youth went to the beach for a party, four stayed on the beach the whole night and the remaining six went home. Rest four, two boys and two girls, were on the beach the whole night, Sawant had said in the House. Teens, particularly minors, should not be spending the nights on beaches, he added.

Targeting the BJP government, Goa Congress spokesperson Altone D’Costa on Thursday said the law and order situation in the coastal state has deteriorated. Why should the citizens fear while moving around at night? Criminals should be in jail and law-abiding citizens should be out freely moving around, he said.

Senior Congress leader Randeep Singh Surjewala also lashed out at the Goa Chief Minister, tweeting: And Chief Minister should quit and go home for such preposterous ‘pearls of wisdom’!

Goa Forward Party MLA Vijai Sardesai said it is disgusting that the chief minister is making such statements. The safety of citizens is the responsibility of the police and state government. If they can’t provide safety to the citizens, the CM has no right to sit in the post, he added.

It is shocking that the Goa Chief Minister is blaming parents for allowing their children to venture out in the night claiming that it is not safe. If the state government can’t assure its citizens’ security, who can give it? Goa has a history of being a safe state for women, that tag is being lost in the BJP rule, tweeted Independent MLA Rohan Khaunte.

On July 25, four men posed as policemen and gang-raped the two girls after beating up the boys who were with them on Benaulim beach, around 30 km south of Goa’s capital. One of the accused was a government employee.

All the four accused have been arrested.

In his televised speech, the Prime Minister said that despite the government’s efforts, the bill could not secure the required support in Parliament. He held the opposition responsible for blocking what he described as a significant step towards women’s empowerment in politics.

PM Modi expressed disappointment over the outcome and said that the aspirations of millions of women had been affected by the failure of the legislation. He also conveyed regret that the government’s attempt to ensure greater representation for women in legislatures could not be realised.

Congress leader Priyanka Gandhi Vadra on Friday sharply criticised the Centre after the women’s quota amendment bill failed to pass in the Lok Sabha, alleging it was part of a “conspiracy to rule forever.”

Addressing a press conference, she claimed the government had attempted to use the legislation for political advantage rather than genuine women’s empowerment. According to her, the strategy was designed in a way that the ruling side would benefit regardless of the outcome.

She argued that if the bill had been passed, the government would have claimed credit, and if it failed, it would portray opposition parties as being against women’s rights.

Calling the development a “victory for democracy,” she said the failure of the constitutional amendment stopped what she described as an attempt to weaken democratic institutions and alter the federal structure.
