In a major setback for fugitive Indian Premier League (IPL) founder Lalit Modi, the Vanuatu government has initiated proceedings to cancel his passport. The decision follows concerns that Modi acquired citizenship in the Pacific island nation primarily to evade extradition.

Lalit Modi, who is wanted in India for alleged financial irregularities, had earlier applied to surrender his Indian passport at the Indian High Commission in London. However, this move has not deterred legal scrutiny surrounding his citizenship in Vanuatu.

Vanuatu PM orders passport cancellation

Vanuatu Prime Minister Jotham Napat directed the country’s Citizenship Commission to revoke Modi’s passport, citing “recent revelations in international media.” His office clarified that while Modi cleared initial background checks, including Interpol screenings, the situation has now changed.

“I have been made aware in the past 24 hours that Interpol twice rejected Indian authorities’ requests to issue an alert notice on Mr. Modi due to lack of substantive judicial evidence. Any such alert would have triggered an automatic rejection of Mr. Modi’s citizenship application,” Napat stated.

He stressed that holding a Vanuatu passport is a privilege, not a right, and reiterated that seeking citizenship to avoid extradition does not qualify as a legitimate reason.

Enhanced scrutiny in Vanuatu’s citizenship process

The Vanuatu government has ramped up the due diligence process for its citizenship by investment program in recent years. According to the Prime Minister’s Office, this includes triple-agency checks involving Interpol verification, which has led to a higher rate of application rejections.

India continues to pursue Modi’s case

Meanwhile, India’s Ministry of External Affairs confirmed that Modi had filed an application to surrender his Indian passport in London. External Affairs Ministry spokesperson Randhir Jaiswal stated that the request is under review and reaffirmed India’s commitment to pursuing legal action against him.

Lalit Modi fled India in 2010 amid allegations of financial mismanagement and embezzlement of crores during his tenure as IPL commissioner. With Vanuatu now moving to strip him of his passport, his options for legal refuge may narrow significantly.
