The Karnataka government has initiated a comprehensive census of Scheduled Castes (SCs), aiming to gather empirical population data on all 101 castes and sub-castes under the SC category. The data collection drive began on May 5 and will continue through May 17 across the state.
A single-member commission led by retired High Court judge Justice H. N. Nagamohan Das is overseeing the initiative. The commission’s mandate is to compile detailed caste-wise data that will serve as the foundation for equitable internal reservations among SCs.
Chief Minister Siddaramaiah, while addressing a press briefing on Monday, emphasized the necessity of updated data. “There are numerous sub-groups within the SC category—such as Left and Right Hand, Lamani, Korama, and Koracha. Accurate population data for each of these is essential to implement internal reservations fairly,” he said.
Moving beyond outdated census data
The Chief Minister criticized previous data sources, including the Sadashiva Commission report, for relying on the outdated 2011 Census. That census lacked detailed categorization within SCs, leading to inconsistencies. “Many people only mentioned SC in forms, omitting sub-group identification. This created confusion, particularly in cases like Adi Dravida and Adi Karnataka, which were listed ambiguously,” he said.
The renewed push follows the Supreme Court’s August 2024 decision that allowed states to determine internal reservations among SCs based on empirical evidence. In response, Karnataka has mobilized significant resources to ensure a thorough and precise enumeration process.
Teachers, supervisors and online options to ensure wide reach
To execute the door-to-door survey, approximately 65,000 teachers have been deployed. Each group of 10 to 12 enumerators will be supervised to maintain accuracy and consistency. Special camps will be organized from May 19 to 20 to capture data from households that were missed during the primary survey.
Additionally, a self-declaration option has been launched, enabling citizens to submit their caste details online until May 23.
The data, once compiled, will play a crucial role in shaping equitable internal reservation policies for Scheduled Castes in Karnataka, ensuring that benefits reach sub-castes in proportion to their actual population strength.
