Two AAP MLAs arrested in Delhi Chief Secretary assault case

[vc_row][vc_column][vc_column_text]Delhi Police have arrested two legislators of the Aam Aadmi Party (AAP) in the case of alleged assault of Delhi Chief Secretary Anshu Prakash at Chief Minister Arvind Kejriwal’s residence on Monday (Jan 19) night.

The Chief Secretary alleged that on Monday night, he was beaten up and abused by MLAs Prakash Jarwal and Amanatullah Khan at Kejriwal’s residence where he had been called for a midnight meeting. He lodged a complaint with Delhi Police on Tuesday in a letter giving details of the incident.

An FIR was registered against the two MLAs and others on the Chief Secretary’s complaint.

While Jarwal was arrested on Tuesday night, Amanatullah Khan, who had been in trouble with the law in the past, surrendered at the police station this morning and was formally arrested.

Police also detained Kejriwal’s adviser, VK Jain, from his house in Maharani Bagh on Wednesday morning. Police said he was only being questioned to help with the probe as he was present during the incident. It was Jain who had allegedly called the chief secretary for the meeting.

In his complaint ot the police, Prakash had alleged that he was beaten up by AAP MLAs in front of Kejriwal  and the chief minister’s advisor was present at the time of the incident.

The arrested MLAs, backed by their party, have denied any wrongdoing.

The report of the medical examination of the Chief Secretary, however, showed he sustained injuries on his forehead and cuts on his face, sources said. There was also swelling behind the ears, reported NDTV.

But AAP’s Sanjay Singh said the party was being “hounded”. “Everyone questions only the AAP. Chief Secretary says he was beaten. There is no proof. Is his the ultimate word? What about the word of a minister?” he said at a press conference after Khan’s surrender on Wednesday.

The Delhi High Court has refused to intervene following a petition on the issue. The court said “They (police) will take action in accordance with law. We will wait for the final outcome”.

Anshu Prakash, in his complaint to the police, alleged that the midnight meeting was called to force him to clear release of TV ads on three years of the AAP government. Prakash accused Khan and others of dealing “several blows with fists” to his head and temple for refusing to comply with their demand to release TV advertisements highlighting the achievements of the government, which recently completed three years in office.

The chief secretary alleged that the AAP MLAs abused him and also threatened him to file false cases against him including under the SC/ST Act.

“My spectacles fell on the ground. I was in a state of shock. With difficulty I was able to leave the room and get into my official car and leave chief minister’s residence,” he said.

The assault was “pre-meditated and in conspiracy of all present”, he said, which means the Chief Minister, his deputy Manish Sisodia and nine other lawmakers could also face criminal action.

AAP refuted Prakash’s allegation and responded with counter charges. MLAs Ajay Dutt and Jarwal filed a police complaint against Prakash under Scheduled Castes and Tribes (Prevention of Atrocities) Act.

Speaking to ANI, AAP MLA Prakash Jarwal said, “We have lodged a complaint with SC/ST Commission against the casteist comments made by the Delhi Chief Secretary. We had asked him about an area where people were not getting basic facilities like medicine, the Chief Secretary suddenly shouted ‘maine Daliton ki thekedaari nahi le rakhi hai’. His temper was high. He said ‘you are not fit to be an MLA, I will only reply to Lieutenant Governor of Delhi.”

A statement from AAP said the meeting was called to discuss the reasons why about 2.5 lakh families had not been able to get their rations under the PDS last month due to faulty implementation of Aadhaar. “CS [the Chief Secretary] refused to answer questions saying he was not answerable to MLAs and CM and that he was answerable only to [the] LG [Lieutenant-Governor]. He even used bad language against some MLAs and left without answering any questions,” said the AAP statement.

Deputy chief minister Manish Sisodia said the Chief Secretary’s allegations were “bizarre”. The meeting was about people not getting their supply of rations, Sisodia said.  He accepted that things got “heated” but insisted there was no assault.

AAP referred to security footage of Anshu Prakash leaving the Chief Minister’s home that night and accused him of lying. “Does it look like he was assaulted? Our MLA is seen following him and trying to talk to him,” said an AAP leader.

Earlier, AAP’s Delhi unit chief spokesperson Saurabh Bharadwaj had tweeted: “Delhi Police arrested elected MLA without any evidence. What about arrest of IAS Officers who can be seen beating Minister in Secretariat? There is FIR by Minister as well as video evidence, but no arrests”

Environment minister Imran Hussain and party leader Ashish Khetan had alleged that they were manhandled at the state secretariat. Media reports said Delhi environment minister Imran Hussain was manhandled by a crowd which gathered outside the door of a lift inside the Delhi Secretariat on Tuesday afternoon. Hussain’s assistant personal secretary was beaten up, according to multiple video clips from the Secretariat.

Acting on Mr. Hussain’s complaint, the police lodged an FIR under Indian Penal Code Sections 323 (voluntarily causing hurt), 342 (wrongful confinement), 506 (criminal intimidation), 427 (causing damage) and 34 (common intention).

The AAP alleged the chief secretary was making false allegations and said he was working at the “behest of the Bharatiya Janata Party (BJP)”.

The allegations have sparked an unprecedented confrontation between Delhi’s ruling party and bureaucrats, who have declared that they will not attend any meeting unless Kejriwal apologises and confined themselves to written communication.

The home ministry sought a report from Lieutenant Governor Anil Baijal on the issue and home minister Rajnath Singh said he was “deeply pained” by the development.

Union Home Minister Rajnath Singh said the Ministry had sought a report on the incident from the Lieutenant-Governor. Responding to the incident on Twitter, Mr. Singh said he was pained. “Civil servants should be allowed to work with dignity and without fear. Justice will be done. A delegation of IAS DANICS [Delhi, Andaman and Nicobar Islands Civil Service] & Subordinate Services of Delhi Government met me today and apprised me of the prevailing situation,” he tweeted.

AAP leaders later claimed that it was unfair that the Home Minister had not heard their version before making the statement.

The central IAS association called the alleged attack an “assault on the Constitution” and a large number of officials protested with candles outside Kejriwal’s home on Tuesday evening.

In a statement issued by the IAS, Delhi, Andaman and Nicobar Islands Civil Service (DANICS) and DASS associations, the officers said they would carry on working in their offices in public interest, but demanded action against those involved.

The officers’ associations said they condemned the “false, fabricated and malicious misinformation campaign to cover up the incident”. In the statement, the associations said if the meeting was called to discuss problems with the public distribution system, as the AAP claimed, then why was the Food and Civil Supplies Minister, Hussain, not present.

The BJP and Congress have been sharply critical of Mr Kejriwal and his lawmakers. Delhi BJP’s Manoj Tiwari called the AAP lawmakers “goons” and the assault an “act of urban naxalism”. Ajay Maken, the Delhi Congress chief, asked the Chief Minister to apologise. “It will be a very dangerous situation if Delhi goes towards administrative paralysis,” he said.

  1. Yesterday, i.e on 19.2.2018, I was informed on telephone around 8.45 pm by Advisor to Chief Minister Shri V K Jain that I have to reach CM’s Residence at 12.00 midnight to discuss with Chief Minister & Deputy Chief Minister the issue of difficulty in release of certain TV Advertisement relating to completion of 3 years of current Government in Delhi. I suggested that the meeting could be held on 20.02.2018 in the morning. However, it was reiterated by Advisor to CM at 9pm and again at around 10.00 pm that the meeting has been scheduled by CM at 12 midnight. Prior to this message from Advisor to CM, the Dy. CM had also called me around 6.55 pm and had informed if the matter of release of TV advertisement is not resolved by evening, I should reach CM residence at 12.00 midnight to discuss the issue. I had already explained to Dy. CM earlier that any advertisement to be released should not be in contravention of Supreme Court guidelines.
  2. Advisor to CM again called me around 11.20pm to confirm that I have left for CM’s residence for the meeting. Thereafter I left my residence in my official car and driver along with my PSO and reached CM’s residence at midnight.
  3. On arrival of CM’s residence, I met Sri V K Jain advisor to CM and thereafter both of us were taken to the front room where Chief Minister (Shri Arvind Kejriwal) and deputy Chief Minister (Shri Manish Sisodia ) and around 11 MLA’s / persons were present. CM told me that persons present in the room was MLAs and they had come to ask him about Government’s publicity program on completion of three years. One of the MLAs firmly shut the door of the room. I was made to sit in between Shri Amanatullah Khan and another person/MLA on a 3-seater sofa. CM directed me to answer the MLAs and explain the reason for the delay in release of the TV campaign. I explained to them that the officers were bound by the guidelines laid down by Hon. Supreme Court and advertisement to be released must be in consonance with the said guidelines.
  4. The MLAs started shouting at me and abused me while blaming me and the bureaucracy for not doing enough for publicity of the Government. One MLA, whom I can identify threatened that I will be confined in the room entire night unless I agree to release TV campaign. A threat was made that I will be implicated in false cases including under the SC/ST Act. The MLAs whom I can identify became more aggressive and abusive extending threat to my life. Then suddenly Shri Amanatullah Khan, MLA and the person/ MLA on my left side, whom I can identify, without any provocation from my side, started hitting and assaulting me and hit several blows with fists on my head and temple. My spectacles fell on the ground. I was in a state of shock. With difficulty I was able to leave the room and get into my official car and leave CM residence. At no stage did I retaliate or provoke any person in the room despite confinement, criminal intimidation by extending threat to my life, and assault by several MLAs while I was discharging my official duties.
  5. I request you to take action as per law as the assault was premeditated and in conspiracy of all present with intention to criminally intimidate, cause hurt with motive to deter me from the discharge of my lawful duty and compel me to follow unlawful directions. None of the persons present in the room made any effort to save me.

Delhi govt departments distance themselves from AAP’s healthcare, women aid promised schemes, calling them non-existent

The Delhi government’s Women and Child Development and Health departments on Wednesday issued public notices clarifying that they are not associated with the Aam Aadmi Party’s (AAP) proposed initiatives to provide Rs 2,100 to women and offer free healthcare for senior citizens. This announcement has sparked controversy ahead of the upcoming assembly elections.

The notices warned the public against sharing personal information under the pretense of registering for “non-existent” schemes, emphasizing that any individual or political party collecting such information is acting fraudulently and without proper authorization.

This announcement followed a recent registration campaign led by AAP leaders for the Mukhya Mantri Mahila Samman Yojana and Sanjeevani Yojana, which has left AAP convener Arvind Kejriwal angry.

Kejriwal accused the BJP of being unsettled by these programs, suggesting that Chief Minister Atishi might be targeted with a “fake” legal case in the near future. “They are completely rattled by the Mahila Samman Yojana and Sanjeevani Yojana. They have devised a scheme to fabricate a case against Chief Minister Atishi and arrest her soon,” he asserted on X, alleging that raids would also be conducted against senior AAP officials prior to Atishi’s potential arrest.

BJP MP Bansuri Swaraj claimed on Tuesday that she had spoken with the health secretary of the Delhi government, who confirmed that no Sanjeevani Yojna currently exists.

Both schemes were announced by Kejriwal in advance of the Assembly polls scheduled for February next year, with AAP actively promoting the registration process. Party leaders are optimistic that these initiatives will attract voters, as similar programs have reportedly helped ruling parties maintain power in various state elections.

The notice from the Department of Women and Child Development stated: “Media reports and social media posts have brought to our attention that a political party is claiming to provide Rs 2,100 per month under the Mukhyamantri Mahila Samman Yojana to women in Delhi. It is clarified that no such scheme has been officially announced by the Government of Delhi.”

The department indicated that should the scheme be initiated, a digital portal would be created for eligible individuals to apply online according to established guidelines. The notice further stated that since no such scheme exists, there is no basis for any physical registration forms.

It also cautioned the public that sharing personal information—such as PAN account numbers, phone numbers, or Voter IDs—in connection with this non-existent scheme could expose them to various crimes, including cyber and banking fraud. Individuals were advised to disregard any misleading claims about the scheme and to be vigilant about sharing personal details.

The Mahila Samman Yojna was proposed in the AAP’s budget for 2024-25 to grant Rs 1,000 per month to eligible women over the age of 18 in Delhi. Kejriwal has recently pledged to increase this amount to Rs 2,100 if AAP is re-elected.

The Health and Family Department also issued a notice warning about the purported Sanjeevani Yojna, which was meant to provide free medical treatment for senior citizens over 60 at both government and private hospitals. The notice revealed that some political volunteers had begun a door-to-door campaign to collect information from elderly residents for this scheme, providing them with documents described as “Health/Sanjeevani Scheme Cards.”

The notice indicated that these volunteers were requesting personal details such as phone numbers, addresses, Aadhar numbers, and bank account information. Many elderly citizens had begun inquiring about the scheme at government hospitals and offices.

The Health and Family Department reiterated that there is currently no recognized “Sanjeevani Yojna” and emphasised that no individuals or political parties have been authorized to gather personal information from seniors on behalf of this scheme.

In a shocking incident, a man from Delhi was arrested on Sunday for stabbing a girl multiple times with a knife in the Mukherjee Nagar area in broad daylight. The incident was captured on CCTV and has been shared widely on the internet.

According to reports, the incident took place on March 22. The passers-by intervened and tried to stop and catch the accused. Although, the girl did not suffer grievous injuries in this attack and is out of danger.

The police have identified the accused as Aman. In the CCTV footage, the 22-year-old could be seen stabbing the girl with the knife several times.

It has been known that students in Mukherjee Nagar used to make fun of the accused, Aman, and call him mentally ill as he used to keep roaming in the area, without doing anything.

The woman he targeted would visit Mukherjee Nagar to study in a library. In the surveillance video, the man can be observed sprinting towards the woman, forcefully knocking her down, and subsequently striking her several times.

The man who is under arrest told the police that she ridiculed him, causing him to take a knife from a nearby vegetable vendor and launch an attack on her in a fit of rage.

Last year in April, another incident was reported from Northeast Delhi’s Karawal Nagar where a man killed his live-in partner and dumped her body 12 lm away from a house with the help of his sister.

Police, later, found the body of Rohina Naz alias Mahi, a resident of Uttarakhand’s Mirajpur, lying near Krishna Public School. The police arrested the sister of the accused in this case.

According to the police, the accused, identified as Vineet, was on the run while his sister Parul was arrested for helping him conspire the murder and hide the body.

The 25-year-old Mahi and Vineet eloped four years ago the date of the crime and were living together in Delhi. Deputy Commissioner of Police Joy Tirkey had said that Mahi was pressuring him for marriage and because of this, the couple used to fight frequently.

Delhi Metro services to begin at 2:30 pm on Holi

Delhi metro services will not be available till 2:30 pm on all Lines of the Delhi Metro including Rapid Metro/Airport Express Line.

Delhi Metro services will begin at 2:30 pm from terminal stations on all lines on the occasion of Holi, March 25, and will continue normally thereafter.

The Delhi Metro on X, said that the metro train services to start at 2:30 pm on the day of the Holi festival, March 25 (Monday), adding that it said metro services will not be available till 2:30 pm on all Lines of the Delhi Metro including Rapid Metro/Airport Express Line.

Earlier on March 14, Prime Minister Narendra Modi laid the foundation stone of two additional corridors of Delhi Metro’s Phase 4 at Jawaharlal Nehru Stadium on Thursday. The cost of these 2 corridors of the Delhi Metro Phase 4 project is Rs 8,399 crore. These 2 lines will be 20.762 km long. The construction of these projects is slated for completion by March 2026.

During the press release, the government said that the Inderlok- Indraprastha corridor will be an extension of the Green Line and will provide interchange with the Blue, Violet, Magenta and Airport Line, Yellow and Red lines, while the Lajpat Nagar- Saket G Block corridor will connect Violet, Pink, Magenta and Silver lines.

Delhi’s Lajpat Nagar- Saket G Block corridor will be entirely elevated and have 8 stations, as per the reports. The Inderlok- Indraprastha corridor will have 10 stations. The Prime Minister also interacted with beneficiaries of the PM SVANidhi scheme. He distributed loans under the scheme to 1 lakh street vendors (SVs) including 5000 SVs from Delhi.

According to official records, till now up to Rs 82 lakh loans which amount to Rs 10, 978 crore have been disbursed to more than 62 lakh street vendors all over India. Speaking to the media at the event earlier, the Prime Minister said that the program PM SVANidhi Mahotsav was dedicated to those who are always around us and without whom one cannot imagine our lives.
