WHITHER JUSTICE? Morning at Jantar Mantar. The farmers are demanding a state drought relief fund, better irrigation facilities and freedom from debt. The Madras HC has told the state government this week to waive loans of all small farmers, but whether that is implemented remains to be seen. In 2016-17 Tamil Nadu received the least rain in 140 years and was hit by terrible drought
