Right from the beginning of the Bihar election campaign, the BJP has reminded the people of Bihar of the party and the NDA’s promise of development set against the 15 years of “jungle raj” under Lalu Prasad-Rabri Devi. To underline the message effectively, the BJP has sent in their firebrand speakers, including star campaigners and several Union Ministers for the campaign. At hand were Uttar Pradesh Chief Minister Yogi Adityanath, BJP chief JP Nadda, Union Minister Smriti Irani and Deputy CM Sushil Kumar Modi, and Prime Minister Narendra Modi and his ability to draw giant crowds.
Paying tributes to recently deceased leaders Ram Vilas Paswan of the LJP and Raghuvansh Prasad formerly of the RJD, Prime Minister Narendra Modi started his poll campaign from Sasaram where he addressed two rallies in a day. Targeting RJD over its corruption and law and order record in the state, PM Modi alleged the RJD pushed Bihar into darkness. The Prime Minister said the people who once ruled Bihar were again looking at the developing state with greedy eyes.
In almost all speeches, BJP leaders have listed out the abrogation of Article 370 in Jammu and Kashmir and India’s response to the aggression by China as a success due to their party. However, the last phase poll campaign saw a resurgence of appeals to core Hindutva triggers such as the Ram temple in Ayodhya, the Citizenship Amendment Act vis-a-vis Bihar’s geographical proximity to Bangladesh, and the repealing of Article 370 in Jammu and Kashmir.
As the campaign for Bihar wound up, the state also witnessed the ideological contradictions within the NDA camp when Bihar CM and BJP ally Nitish Kumar slammed UP CM Yogi Adityanath. At the Janata Dal United rally in Katihar, Kumar condemned Adityanath for his comments of throwing out infiltrators. Kumar said no one can dare throw out anyone from India and everyone belonging to this country is Indian.
Earlier, Adityanath had said any infiltrator who tries to breach the security of the country will be thrown out and the government will not tolerate anyone who messes with the country’s security and sovereignty. He claimed PM Modi ensured the safety of tortured minorities of Pakistan, Afghanistan and Bangladesh by introducing the CAA in the country.
PM Modi addressed rallies in remote districts of Araria and Saharsa in the third phase. He said RJD supporters did not want the people of Bihar to chant Bharat Mata Ki Jai and Jai Shri Ram. He also said the friends of jungle raj don’t want people of this land who worship Chhathi Maiya to hail Bharat Mata or chant Jai Shri Ram.
A complaint has been filed against these comments with the Election Commission. The complainant said the prime minister was trying to polarise voters along communal lines.
The issues dominating the Bihar election campaign have been dominated by the NDA’s failure to deal with Covid-19, the migrant exodus after the nationwide lockdown in March and the state’s failure in ensuring food and amenities to lockdown hit families, relief after the floods and the issue of increasing unemployment. Though the BJP’s manifesto promise of free Covid-19 vaccine if it comes to power in the state won eyeballs, the fact that the vaccine is at least a few months away put an end to the imagined landslide.
