Army commander meet begins to discuss making army leaner and meaner

Top Army commanders are meeting October 9-15 at Army Headquarters to discuss studies on future operational challenges and to ‘revolutionise’ the army, making into a “leaner and meaner” force.

A host of issues ranging from operational, administrative, logistics and human resources will be discussed, a statement said.

“As part of the conclave, commanders and directorates at the Army headquarters will in a collegiate deliberate on important studies that have been ordered to meet future challenges,” said an official statement from the Army.

“There are four studies examining operational and optimisational issues of Army and the headquarters as also human resources management aspects,” said the official spokesperson of the Indian Army Col Aman Anand.

According to him, these studies aim to improve the teeth to tail ratio, with the purpose of strengthening the structures within the Army, to make it combat ready for the future. Last month at the Unified Commanders Conference in Jodhpur Army Chief General Bipin Rawat and top commanders had held detailed discussions on ways to make the force “leaner and meaner”, which included carrying out an extensive organisational restructuring and also downsizing of the force.

The teeth-to-tail ratio (T3R) is the ratio of fighting arms, which wage the actual battle such as the infantry and the armoured wings, to the support services viz. logistics, signals, and ordnance.

The lower the number of support personnel — the “tail” — the more the resources available to make the combat soldiers – the “teeth” – more efficient.

Besides issues ranging from operational, administrative, logistics and human resources, situation along the border, strategic railways lines etc are expected to be discussed.

The last Army Commanders conference was held in April 2018. To be chaired by Army chief Gen Bipin Rawat, specific issues concerning the various frontline formations and speeding up infrastructure development along the border with China will be discussed in details.

Last month, Army Chief Gen Bipin Rawat and top commanders held detailed deliberations on ways to make the force “leaner and meaner”, which included carrying out an extensive organisational restructuring and downsizing of the force.

The Defence Ministry has already announced a series of reform measures for the Army which include redeployment of nearly 57,000 officers and other ranks as well as ensuring better utilisation of resources.

Meanwhile, reported The Print citing sources at Army Headquarters, proposals for radical reforms that restructure the soldiery are facing opposition from within the force.

At least two of seven Indian Army commanders have “expressed reservations” on cadre and force restructuring that aim to bring down manpower and eliminate structures such as a division in peace stations, it said.

“We are in the middle of a churn. There is an academic debate that is on. It is okay to differ so long as you don’t throw a spanner in the works,” said The Print, quoting an officer involved in the studies.

The Army headquarters claimed in a paper that the proposed reforms, which included an effort to restructure the cadre for the first time in 35 years, would usher in a “revolution in Indian military affairs”.

Among the most debated issues within the force that is also expected to dominate discussions at the commanders’ conference, said The Print, is the proposal to eliminate divisions and create “integrated brigades” or battle groups that report directly to corps headquarters.

A corps is the largest field formation in the Indian Army. Usually, a corps has about three divisions, a division has three brigades, and a brigade has three battalions. A battalion has 900-1100 men. The numbers vary depending on the operational area.

Currently, a corps is commanded by a Lt General, a division by a Major General, a brigade by a Brigadier. This hierarchy could change if the proposal for integrated battle groups (IBG) is implemented. An IBG would be headed by a Major General, according to one proposal. This could make the rank of Brigadier redundant. Each IBG would have four to five battalions.

Prime Minister Narendra Modi addressed an election rally in Jharkhand’s Jamshedpur on Sunday (May 19) amid the ongoing Lok Sabha Elections 2024.  While addressing the election rally in Jamshedpur PM Modi said, people’s excitement told him what result will come on June 4 in Jamshedpur.

He recalled the time when he used to work as a BJP party worker for many years and used to ask people at that time they would come at 10 or 11 am to attend an election rally. But today he was witnessing a huge crowd here. The prime minister thanked all of them and said Lok Sabha election decides and strengthens the future of the country.

During a public rally in Jamshedpur, PM Modi said, Congress and JMM know nothing about development and their only job is to speak lies, loudly, again and again, and everywhere, their only objective is to do an the X-ray of poor people’s wealth and steal it. He further accused the Congress and JMM of snatching the reservation of SC and ST and the party leaders of the two parties are continuously abusing Modi every day. He asked if they are not able to think beyond this? He said the whole country has realised their truth.

PM Modi said, Congress and their ally parties, wherever they have governments, he challenged those chief ministers and this is not his political statement. The prime minister said Congress’s Shehzada keeps opposing business industries, businessmen and investments.

 PM Modi asked which businessman will go and invest in those states? What will happen to the youths of those states?  He said all investors who come to him and say that they would not go to these states because of their ideology against them. He said businessmen are verbally abused there and investors are forced to think that since Shehzada has this kind of thoughts, his ally parties would have the same thoughts as well. PM Modi added Congress is the mother of corruption and party was involved in coal and 2G scams as well

Congress leader Rahul Gandhi was addressing an election rally on Saturday where he said that Arvind Kejriwal will vote for a Congress candidate and that he will vote for an AAP candidate in Delhi in the ongoing Lok Sabha elections as a mark of strong bond between the two allies.

He further added workers of Congress and of AAP to work together to ensure the victory of their alliance in all 7 Lok Sabha seats in the national capital. In his address, Gandhi also challenged Prime Minister Narendra Modi for a debate concerning the issues of India. The Congress leader said he is ready to debate with PM Modi whenever and wherever he wants, but he was confident that PM Modi would not come.

Notably, former Supreme Court judges Madan B Lokur and Ajit P Shah and senior journalist N Ram had written to Gandhi and PM Modi recently and invited them to a platform for a debate on the key Lok Sabha election issues. Gandhi said that if the prime minister comes in front of him, he would ask him questions about crony capitalism, unemployment, inflation, and farm issues.

The Wayanad MP said in his address that PM Modi has only worked for 22-25 people. He asked small businessmen from Chandni Chowk, what PM Modi had done for them? He said demonetization, GST, and other taxes had impacted small businessmen. He said billions of rupees of Adani and Ambani had been waived off. Gandhi said BJP is privatising railways and other PSUs as well.

The former Congress president questioned the prime minister about introducing the now-scrapped electoral bond scheme and further accused him of extorting money with the help of central agencies such as the Enforcement Directorate (ED). Gandhi reffered to Delhi as the Brotherhood Capital and said that if people work together with love, there is progress.

Prime Minister Narendra Modi addressed an election rally in Haryana’s Ambala on Saturday and said India’s enemies think 100 times before doing anything against the country when there is a strong government at the Centre. Haryana, which has a total of 10 Lok Sabha seats, will vote in the 6th phase on May 25. In 2019 elections BJP claimed victory in all 10 seats.

PM Modi pointed out that Pakistan had been troubling India for 70 years and it had bombs in its hands. But today the situation has changed and it has begging bowl in its hands. He said when there is a strong government, enemies tremble. Addressing the election rally at Ambala the prime minister asked if a weak government could have changed the situation in Jammu & Kashmir? He recalled the times when there was a Congress government and brave mothers of Haryana used to be worried day and night. He said it has been 10 years now and all of that has stopped.

PM Modi recounted BJP government’s achievements and said they had demolished the wall of Article 370 and Kashmir started moving on the path of development. The prime minister said that a total of 17 days remain to go for 4th June.  He further added that until now in 4 phases of elections, Congress and the INDI Alliance, chaaron khaane chitt ho chuke hain. He said whatever tactics the INDI Alliance used for the country have all been beaten by the public itself.

Addressing the election rally PM Modi said Haryana is a state which has patriotism in its veins and knows anti-national forces very well. The prime minister guaranteed to the people that their dreams are his resolution. PM Modi said there are 4 pillars of Viksit Bharat – poor, youth, women and farmers and he wants to strengthen all these pillars in such a way that the nation becomes strong.
