It is a measure of times in the way which the Governor of Maharashtra galvanised into action after a prolonged period of inaction by a mere phone call of CM Thackeray to the PM Modi.

On Thursday, Maharashtra governor B Koshyari had asked the Election Commission to hold the polls “at earliest”. In a letter issued by Raj Bhavan, the governor said that elections to the vacant will help end the “uncertainty” prevailing in the state. The seats have been lying vacant since April 24. The governor urged the Election Commission to take note of the fact that the Centre had allowed for various relaxations in the second phase of the lockdown.

The Commission had earlier decided to postpone the elections on April 3 in light of the “public health emergency” due to the Covid-19 crisis.

Following the letter the Election Commission of India has decided to hold polls for the nine vacant seats in the Maharashtra Legislative Council, the upper house of the state.

For chief minister Uddhav Thackeray to retain his post at the helm of the state, he needs to be elected from one of the nine seats by May 28. The 288-members of the Maharashtra Assembly will vote to elect the members to the upper house.

Earlier, various political parties, including Shiv Sena, Nationalist Congress Party and Congress had written to the Commission requesting them to hold the elections.

The decision follows recent interactions between senior Congress leaders and the Tamil Nadu leadership, including a meeting between veteran Congress leader P. Chidambaram and Chief Minister Vijay. Political observers view the Rajya Sabha seat-sharing arrangement as another step towards consolidating the alliance ahead of future electoral contests.

Congress had reportedly sought the Rajya Sabha berth from its ally, and the allocation is expected to increase the party’s representation in the Upper House from Tamil Nadu. With the latest development, Congress is set to have two Rajya Sabha members from the state along with representation in the state government.

The Rajya Sabha bypoll had earlier been viewed as an opportunity for Vijay’s TVK to secure its first direct entry into Parliament. However, the party chose to back its ally, highlighting the importance it places on coalition politics and alliance management.
