CJI BR Gavai to review plea on stray dog relocation order amid public outcry

Chief Justice of India BR Gavai has assured the Supreme Court will examine a plea challenging its recent order to relocate all stray dogs in Delhi NCR to shelters. The issue was raised in court on Wednesday, citing conflicting directions from two different benches of the apex court on the treatment of community dogs.

The petitioner highlighted that a previous order prohibited the killing or forced relocation of stray dogs, urging compassion for all living beings. In response to these concerns, CJI Gavai stated that he would examine the matter, according to ANI.

On August 11, a bench led by Justice J B Pardiwala directed that no stray dog should be left on the streets in Delhi NCR, ordering their permanent placement in shelters. The court cautioned that contempt proceedings could be initiated against those hindering the process and directed civic bodies to set up shelters equipped with sterilisation and vaccination facilities.

The directive has sparked intense debate. Supporters argue it will help curb rising dog bite incidents, while animal welfare groups call it inhumane and impractical. Gurugram records between 700 and 800 dog bite incidents each month, with the majority involving pet dogs. Recent high profile attacks, including those by a Siberian Husky in Golf Course Road and a Pakistani Gul Dong in Palam Vihar, have amplified public safety concerns.

Residents have reported a sharp rise in the stray dog population, with animals frequently gathering near residential areas. Naveen Chandra from RD City stated that the removal of aggressive dogs would provide relief to residents. However, NGOs have cautioned against the move, warning of potential overcrowding in shelters due to the lack of sufficient state-run facilities. Geeta Seshamani of Friendicoes SECA described the removal as the mass incarceration of all community dogs, emphasising that efforts should instead focus on sterilisation and vaccination.

Animal rights advocates and political leaders have expressed strong opposition to the order. Congress MP Priyanka Gandhi Vadra wrote on X that stray dogs do not deserve this kind of cruelty, while BJP MP Maneka Gandhi criticised the directive as unimplementable and motivated by anger.

Protests have erupted in the national capital, with demonstrators at India Gate detained by police. One protester said they were taken into custody for doing the noble work of feeding animals. Despite the backlash, the Supreme Court’s relocation directive remains in effect for now.

Punjab, being a strategically important border state, remains sensitive to such developments. Investigations are currently underway to determine the cause of the explosions and whether there are any links between the two incidents.

Security has been tightened around key installations, with agencies assessing whether the blasts were isolated events or part of a broader threat.
