Monsoon session got off to a stormy start on Wednesday, July 18 with Opposition parties raising ruckus and demanding a debate on mob lynching incidents and members of Telugu Desam Party (TDP) barging into the well in Lok Sabha demanding special status for Andhra Pradesh.
Amid noisy scenes Lok Sabha today, Speaker Sumitra Mahaj accepted TDP’s no-trust Motion against Modi government. She later ruled it would be taken up on Friday. Congress had wanted it deferred till Monday.
This is the first no-confidence motion to be taken up since 2003.
The Speaker named all opposition members who had moved similar no-confidence motions and said TDP’s Kesineni Srinivas would move his motion as his name had come up in the lottery, said media reports.
The member of the TDP, which had quit the ruling NDA coalition in March protesting against the government not giving a special package to Andhra Pradesh, moved the motion during Zero Hour which was admitted by the Speaker.
Parliamentary Affairs Minister Ananth Kumar said the government was ready to face the no-confidence motion and win it as it enjoyed a two-third majority in the House. According to Times Now, BJP has issued a three-line whip to all its MPs to attend the Parliament and defeat the no-confidence motion against the government.
TDP members, Congress and others had moved a no-confidence motion during the Budget session of Parliament also. It was rejected by the Speaker on the ground that the House was not in order as there were continuous protests in the Well by different political parties on various issues.
After the Lok Sabha reconvened at 2.10 pm on Wednesday, Speaker Sumitra Mahajan said that the Lower House will hold discussions on no-confidence motion during the entire course of day on Friday. Voting will be take place on same day. There will be no Question Hour on that day.
There was a brief disagreement on the date of discussion on no-confidence motion in the Lok Sabha. While Opposition members demanded that the motion be taken up for discussion on Monday, Speaker Sumitra Mahajan ruled that the members cannot protest on everything, and finalised Friday as the day the motion will be taken up.
In Lok Sabha Congress leader Mallikarjun Kharge appealed to Speaker Sumitra Mahajan to shift the set date for the discussion on no-confidence from 20 July (Friday) to 23 July (Monday). He said that the since Friday is the last day of the week, some MPs would be unavailable for voting due to other commitments. However, Mahajan refused to discuss the issue and asserted that she had announced her decision.
