The Delhi High Court has issued several directions to ensure treatment and other facilities in night shelters in the national capital.

The directions have been given to the Delhi Urban Shelter Improvement Board (DUSIB), All India Institute of Medical Sciences (AIIMS), and Delhi Government to ensure treatment of people residing in the night shelters and providing adequate facilities to contain the spread of COVID-19 infection.

The court passed these directions while hearing a public interest litigation (PIL) filed by Karan Seth.

The petitioner sought directions regarding the treatment and accommodation for hundreds of outstations patients and their attendants who were earlier being treated at the AIIMS for several ailments as country’s permier hospital has been converted into an exclusive facility to treat Covid-19 patients.

A division bench comprising of Justice Manmohan & Justice Sanjeev Narula observed that “A system should be put in place where sufficient checks and vigilance is maintained with regard to maintenance of facilities at the night shelters in question, and other night shelters being run and managed by the DUSIB in the NCT of Delhi.”

Earlier on the last hearing, Rachna Malik, a volunteer, highlighted lack of drinking water, sanitation, hand sanitisers and liquid soap dispensers at a night shelter at AIIMS.

On this, the Court directed DUSIB to accredit NGOs and individual social workers who are associated with the night shelters and to involve the NGOs and individual social workers in the matter of supervision of such as night shelters.

The Court also directed the DUSIB to take immediate action on any grievances, complaints, or suggestions from such NGOs, or social workers.

The court told the DUSIB counsel Parvinder Chauhan to provide hand sanitisers and liquid soap dispensers at AIIMS night shelter within a day and the same facilities at other night shelters within a week.

The Court has also directed DUSIB to ensure that only patients and their immediate attendants are permitted to occupy the night shelters at AIIMS, and other night shelters in the vicinity of other Government hospitals in Delhi.

“All other occupants, who are not receiving treatment at the concerned government hospital, should be shifted to the other night shelters managed by DUSIB.”

The Court has directed the authorities at AIIMS and DUSIB to discuss over the issue that AIIMS could take over the night shelter in the Vishram Sadan complex, and manage the same like the other Vishram Sadans to the exclusion of DUSIB and arrive at an understanding on all aspects, including the financial aspects.

The Court made it also clear to the respondents that if any grievance is raised in this respect – which is found to be correct, it would not hesitate to take strict action, including initiation of criminal contempt proceedings against the concerned officials.

On the issue of people staying at night shelter being tested positive COVID-19 and cases not being dealt with properly, the Court directed the Health Department of the Delhi Government to look into this aspect so that such situations do not recur in the future.

The Maharashtra Teacher Eligibility Test (MAHA TET) 2026, scheduled to be conducted on June 28, has been postponed following allegations of a question paper leak. The decision was announced after police uncovered material suspected to be linked to the examination during a raid in Thane district.

Authorities said the suspected leak came to light during an early morning operation in Bhiwandi, where individuals were allegedly found in possession of question papers that matched the actual examination material. Three people have been arrested in connection with the case, while further investigations are underway.

The Maharashtra State Council of Examination (MSCE) subsequently decided to postpone the examination to maintain the integrity and transparency of the recruitment process. Officials stated that a fresh date for the examination will be announced later. Candidates will be required to download new admit cards once the revised schedule is released.

According to officials, more than six lakh candidates were expected to appear for the examination across 1,700-plus centres in the state. The postponement, announced just a day before the test, has affected thousands of aspirants preparing for teaching positions in Maharashtra schools.

The incident has once again raised concerns over the security of competitive examinations in the state, with opposition parties criticising the government over recurring allegations of paper leaks.

Uddhav Thackeray

Maharashtra Chief Minister Devendra Fadnavis and Shiv Sena (UBT) chief Uddhav Thackeray were seen travelling on the same commercial flight from Mumbai to Nagpur, triggering fresh political discussions in the state.

The two leaders, who have remained political rivals in recent years, reportedly exchanged greetings and briefly interacted during the journey. Reacting to the unexpected encounter, Fadnavis remarked that the meeting of the leaders had become the “biggest news of the day”.

Thackeray was accompanied by his son and MLA Aaditya Thackeray, Rajya Sabha MP Sanjay Raut and other senior leaders of the Shiv Sena (UBT). The flight came at a time when Maharashtra politics has witnessed significant developments, including recent defections from the Thackeray-led party.

The shared journey quickly sparked speculation in political circles. However, leaders from the ruling alliance played down the development, describing it as a routine interaction between political opponents rather than an indication of any new political understanding.

While the brief interaction generated considerable attention, no political discussions or meetings beyond customary greetings were officially reported.
