Maratha reservation: Sharad Pawar says Opposition will cooperate if Centre takes initiative on quota cap removal

Pawar highlighted the need for a change in the Centre’s policy and expressed the opposition’s willingness to cooperate if the Centre took the initiative to address the quota issue.

Nationalist Congress Party (SP) chief Sharad Pawar said on Monday that the Opposition will cooperate with the Centre if it takes the initiative to bring a policy to remove the Supreme Court-mandated 50 percent quota ceiling on reservations.

Amid the Maratha-OBC reservation tussle in Maharashtra, Pawar appealed to Maharashtra Chief Minister Eknath Shinde to convene an all-party meeting to discuss the quota dispute.

On Monday, a delegation led by Maratha Kranti Thok Morcha leader Ramesh Kere Patil went to meet the NCP (SP) chief in Pune to seek his stance on the community’s demand for reservation in government jobs and education.

After a meeting with Patil, Pawar addressed reporters, stating that the Supreme Court’s ruling of a 50 percent quota ceiling on reservations presented an obstacle to increasing the reservation ambit. He emphasised that the responsibility rested on the Centre to formulate a policy that could address this obstacle effectively.

Pawar highlighted the need for a change in the Centre’s policy and expressed the opposition’s willingness to cooperate if the Centre took the initiative to address the quota issue.

Additionally, he said that he had suggested to Chief Minister Shinde the idea of convening a meeting of all political parties to resolve the quota issue, emphasising that the opposition parties would be willing to attend and cooperate in the process. He also recommended inviting quota activist Manoj Jarange and OBC leaders, including state Minister Chhagan Bhujbal, to the meeting.

Pawar on August 11 faced scrutiny from angry Maratha protesters, who sought to know his stance on the quota issue. He was also heckled at a rally in Barshi town, reflective of the divisive sentiments surrounding the quota issue.

Responding to the meeting between Kere Patil and Pawar, the quota activist Jarange accused Deputy Chief Minister Devendra Fadnavis and other BJP leaders of attempting to create disharmony within the Maratha community and further alleged that the meeting was an attempt to divide the community.

Patil claimed that during the meeting, Pawar had allegedly favored the grant of reservation to Marathas without disturbing the OBC quota, citing potential disappointment among members of other communities if Marathas received reservation under the OBC quota. However, Pawar denied making such a statement during his meeting with Patil.

Jarange has been leading protests advocating for OBC certificates to recognise all Kunbis (Agriculturists) and their “Sage Soyre” (Blood relatives) as Marathas, as opposed to the separation of the Maratha community from the OBC category.

In February this year, the Maharashtra Assembly passed a bill allocating 10 per cent reservation to the Maratha community in education and government jobs. However, Jarange insists on the inclusion of Marathas in the OBC category, reflecting ongoing disagreements and debates over the positioning of the Maratha community within the state’s reservation system.

Manipur Chief Minister Biren Singh meets Governor for second time, seeks control of Unified Command

The Chief Minister’s advocacy for the Unified Command Authority is perceived as an attempt to consolidate authority and streamline decision-making within the state’s security structure.

Manipur Chief Minister N Biren Singh along with his MLAs and Ministers from the ruling BJP met Governor Lakshman Prasad Acharya on Sunday for the second time in two consecutive days, seeking the control of the Unified Command and abrogation of the Suspension of Operations (SoO) agreement with the Kuki militant groups.

Before today’s meeting, Chief Minister Singh along with ruling MLAs met the Governor on Saturday evening too and briefed him about the fresh violence in the state that took six lives in Jiribam district.

According to reports, the Sunday meeting, which took place for hours, was a follow-up meeting between the CM and the Governor, which lasted over 30 minutes on Saturday night at Raj Bhawan, in Imphal.

Today’s meeting, according to the report, regarding the demand for adequate powers and responsibilities to the elected state government as per the Constitution by handing over Unified Command, which brings Central and State forces and local administration together to ensure the maintenance of law and order in the state.

The Unified Command was formed by the Centre in May 2023, with Kuldiep Singh, former Director General of CRPF, taking its Command in order to control the ethnic conflict in the state.

The list of demands includes another crucial request to abolish the Suspension of Operations agreement between the government and Kuki insurgent groups, allowing the security forces to take decisive action.

Earlier this year, an all-party meeting in Manipur urged both the Centre and the state government to annul the agreement, enabling security forces to launch comprehensive operations against the Kuki insurgents.

During the meeting, which was presided over by the Chief Minister, Opposition MLAs raised concerns about why the Centre and the state government had not disclosed the imposition of Article 355 of the Constitution in Manipur.

Article 355 obligates the Union to safeguard every state against external aggression and internal disturbance, and its invocation indicates that the state is perilously close to being placed under President’s rule.

The Chief Minister’s advocacy for the Unified Command Authority is perceived as an attempt to consolidate authority and streamline decision-making within the state’s security structure.
